REGULAR MEETING JANUARY 28, 1980 <br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers <br />of the County -City Building on Monday, January 28, 1980, at 7:00 p.m. The meeting was called <br />to order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Beck, Kopczynski, Crone <br />Dombrowski, Voorde and McGann <br />ABSENT: Council Member Taylor <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common:Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would respectfully <br />report that it has inspected the minutes of the January 14, 1980 meeting of the Council and <br />found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s /Lewis A. Beck <br />Council Member Serge made a motion that the minutes of the January 14, 1980, meeting of the <br />Council be accepted and placed on file, seconded by Council Member Dombrowski. The motion <br />carried. <br />SPECIAL BUSINESS <br />Council President McGann announced that Councilman Kopczynski had been appointed to the MACOG <br />Board, as the Council's representative. He indicated that Gerald Kline had resigned from the <br />Historic Preservation Commission and it was necessary that he be replaced with a Republican <br />appointee. <br />Council Member Dombrowski made'a motion to resolve into the Committee of the Whole, seconded <br />by Council Member Kopczynski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, January 28,1980, at 7:05 p.m., with eight members present. Chairman <br />Szymkowiak presiding. <br />BILL NO. 213 -79 <br />A BILL APPROPRIATING $45,000.00 FROM THE ZOO ENDOWMENT FUND, FOR <br />THE CONSTRUCTION OF THE EDUCATIONAL WILDLIFE BUILDING AT POTAWATOMI <br />PARK ZOO TO BE ADMINISTERED BY THE DEPARTMENT OF PUBLIC PARKS. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent: <br />were given an opportunity to be heard. Mr. James Seitz, Superintendent of Parks, made the <br />presentation for the bill. He indicated this was the second payment from the Muessel- Clarke <br />Trust Fund for the construction of the Educational Services and Wildlife Building at Powatomi <br />Zoo. He said the trust fund has committed $380,000.00 for the zoo project. Payments will be <br />made on a quarterly basis over the next three years. Council Member Kopczynski made a motion <br />to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The <br />motion carried. <br />BILL NO. 148 -79 <br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK UNDER <br />ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND <br />(NORTH PUMPING STATION.) <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent: <br />were given an opportunity to be heard. Mr. John Oxian, Vice President of the Historic Preserva- <br />tion Commission, made the presentation for the bill. He indicated this building had been con- <br />structed in 1912, and the architecture is an unusual style, especially in the construction of <br />a pumping station. He said the City had given approval for the building to become a landmark. <br />Council Member Dombrowski made a motion to recommend this bill to the Council favorable, seconder <br />by Council Member Voorde. The motion carried. <br />BILL NO..149 -79 <br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK UNDER <br />ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND <br />(MORRIS CIVIC.) <br />This bing the time heretofore set for public hearingon the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. John Oxian, Vice President of the Historic Preserva- <br />tion Commission, made the presentation for the bill. He indicated that the Morris Civic was a <br />superior building. He said it was built in 1921 and is one of the most architecturally superior <br />theaters in the City. He indicated that the CIty had given permission for the landmark status. <br />Council Member Kopczynski made a motion to recommend this bill to the Council favorable, seconde <br />by Council Member Dombrowski. The motion carried. <br />
