<br />Commencing at the intersection of the South line of Section 12, Township 37 North,. Range 2
<br />East and the Easterly right -of =way of Lincolnway East (as established.prior to.widening and
<br />construction of the Cooper Bridge approaches); thence North 33022' West along said former
<br />right -of -way line 31.5 feet to the Northerly right -of -way line of Sample Street extended
<br />Westerly; thence North 560 38" East along said extended right -of -way line 28.5 feet to the

<br />(passing through an iron pipe set at 130.11 feet from the Point of Beginning) 144 feet, more
<br />or less to the Point of Beginning.
<br />4. That the designation of such portion of South Bend, Indiana, located at 1007 East Sample
<br />Street, as an urban development area for purposes of I.C. §6 -1.1- 12.1 -1 through I.C. Ss 6 -1.1-
<br />12.1-6, inclusive, will materially benefit the city and inhabitants of South Bend, Indiana,
<br />by significantly encouraging the construction, reconstruction, improvement, and general develop -
<br />ment of South Bend, Indiana, and the buildings and land situation therein.
<br />5. That maps and plats showing the boundaries of the.area and the location of features affectinj
<br />the redevelopment of the area have been prepared.
<br />Now, therefore, on the basis of such findings, and after such investigation duly made by this
<br />Common Council, BE IT HEREBY RESOLVED:
<br />1. That the above - described portion of South Bend, Indiana is declared a blighted area con-
<br />stituting a menace to the social and economic interest of the City of South Bend, Indiana and
<br />itsinhabitants.
<br />2. That it will be of public utility and benefit to encourage redevelopment of such portion
<br />of South BEnd, Indiana, through the provisions of I.C. 96 -1.1- 12.1 -1 through I.C. s6 -1.1- 12.1 -6,
<br />inclusive.
<br />3. That such area is within the corporate limits of South Bend, Indiana and has become un-
<br />desirable for or impossible of normal development and occupancy because of lack of development,
<br />cessation of growth, deterioration of improvements or character of occupancy, age, obsolescence,
<br />• substandard building on the property, and other factors which have impaired values and prevent
<br />• normal development of the property or property use.
<br />4. That such portion of South Bend, Indiana, so described is hereby declared and found to be
<br />an urban development area for purposes of I.C. §6 -1.1- 12.1 -1 through I.C. s6 -1.1- 12.1 -6, in-
<br />clusive, which portion of South Bend, Indiana, located at 1007 East Sample Street, is located
<br />within the following general boundaries:
<br />Situate in St. Joseph County, in the State of Indiana:
<br />A part of the Southeast Quarter of Section 12, Township 37 North, Range 2 East, and being a
<br />part of Lot 1 in Petermans Addition to the City of South Bend, Indiana, as surveyed by M. Stokes
<br />and recorded in Plat Book No. 1, page 71, and more particularly described as follows:

<br />A public hearing was held on the resolution at this time. Mr-Richard Morgan, attorney re-
<br />presenting R &C Realty filed six exhibits with the City Clerk, including photographs which
<br />show the site in its present condition. He said they felt this was sufficient evidence to
<br />show this was an urban development area. Council Member Szymkowiak made a motion to adopt
<br />this bill, seconded by Council Member Miller. The resolution was adopted by a roll call vote
<br />of nine ayes.
<br />RESOLUTION NO. 742 -79 AN INDUCEMENT RESOLUTION OF THE SOUTH BEND COMMON COUNCIL
<br />RELATING TO THE ISSUANCE OF ECONOMIC DEVELOPMENT REVENUE
<br />BONDS TO THE RAITT CORPORATION IN ORDER TO CONSTRUCT AN
<br />AIR FREIGHT TERMINAL AT THE MICHIANA REGIONAL AIRPORT.
<br />WHEREAS, The South Bend Economic Development Commission investigaged, studied, surveyed
<br />and reported to the Mayor and the Common Council of the City of South Bend, Indiana, that a
<br />needed exists in the community for additional job opportunities and commercial diversification
<br />within the City of South Bend, Indiana; and to improve and 'promote job opportunities and com-
<br />mercial diversification within the City of South Bend, Indiana, a financing agreement should
<br />be effected with Raitt Corporation; and
<br />WHEREAS, Raitt Corporation desires to construct a building for commercial use on real
<br />estate located at the Michigana Regional Airport at South BEnd, Indiana; and
