<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED
<br />BILL NO. 194 -79 A BILL APPROPRIATING $16,950.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY KNOWN AS GENERAL REVENUE SHARING, FOR EQUIP-
<br />MENT PURCHASE FOR CENTURY CENTER, TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND THROUGH THE DEPARTMETN OF ADMINISTRATION
<br />AND FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mayor Peter J. Nemeth, made the presentation for the bil
<br />He indicated that the Center needed a grand piano, estimated to cost $7,115, as well as a power
<br />control system. He said the Hotel -Motel Board has agreed to provide $7,600 toward the purchase
<br />of the system with the City providing the estimated balance of $9,800. Council Member Adams
<br />made a motion to recommend this bill to the Council favorable, seconded by Council Member Kopcyzn
<br />The motion carried.
<br />BILL NO. 195 -79 A BILL APPROPRIATING $179,000.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR
<br />DEVELOPMENT OF PERMANENT, INTERPRETIVE EXHIBITS FOR THE DIS-
<br />COVERY HALL MUSEUM, TO BE ADMINISTERED BY THE CITY OF SOUTH
<br />BEND THROUGH ITS DEPARTMENT OF ADMINISTRATION AND FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent,,
<br />were given an opportunity to be heard. Mayor Peter J. Nemeth, made the presentation for the bil.
<br />He indicated they were trying to save the grant from the National Endowment for the Humanities.
<br />He indicated they would have to cutback on the exhibits, but this would give the museum a start.
<br />Mary Anne Peterson, president of the Studebaker Drivers Club, indicated they were disappointed
<br />that only six or seven vehicles were going to be displayed at a time. Mr. John Nemeth, a member
<br />of the Studebaker Drivers Club, indicated they had donated $3,770 for restoration of some of
<br />these vehicles and some of them were being stored in the annex, and if their members would see
<br />the condition of the annex they would be very disappointed. Mr. Ron Radecki, 121 S. St. Peter,
<br />indicated this was not a good time to make a decision on this appropriation, because this is
<br />such a large program and the museum is without a director at the present time. He indicated
<br />this should be delayed for a few weeks. Council President Parent indicated he had originally
<br />voted against the $300,000 appropriation but had agreed to go along with the $179,000. He
<br />asked when the funds would be received from the National Endowment for the Humanities. Mr.
<br />Mullen, City Controller, indicated they would be received when we have the matching funds.
<br />Council Member Adams made a motion to continue public hearing on this bill until January 14,
<br />1980, Council meeting, seconded by Council Member Kopczynski. The motion failed. Council
<br />Member Miller made a motion to recommend this bill to the Council favorable, seconded by
<br />Council Member Taylor. The motion carried.
<br />BILL NO. 196 -79 A BILL AMENDING VARIOUS SECTIONSOF THE MUNICIPAL CODE OF THE
<br />CITY OF SOUTH BEND PERTAINING TO ISSUANCE, SUSPENSION, AND
<br />REVOCATION OF LICENSES AND PERMITS.
<br />This being the time heretofore set for public hearing on this bill, proponents and opponents
<br />were given an opportunity to be heard. Mr..James Masters, assistant City Attorney, made the
<br />presentation for the bill. He indicated that the purpose of this bill was to establish a
<br />uniform procedure for the issuance of licenses and review of compliance of licensees during
<br />the course of the license period by requiring that the standards and procedures established
<br />in Section 1 -18 of the Municipal Code be applied to all licensing ordinance. Council Member
<br />Szymkowiak made a motion to recommend this bill to the Council favorable..
<br />BILL NO. 197 -79 A BILL AMENDING VARIOUS SECTIONS OF THE MUNICIPAL CODE OF THE
<br />CITY OF SOUTH BEND BY DELETING THEREFROM THE TERM "MISDEAMEANOR
<br />AND BY DELETING THEREFROM ANY PROVISION FOR IMPRISONMENT AND
<br />PUNISHMENT FOR A VIOLATION THEREOF.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. James Masters, assistant city attorney, made the
<br />presentation for the bill. He indicated this bill was intended to amend various sections of
<br />the Code which establish penalties = for the violation of a City ordinance. He said that a
<br />city may not declare the violation of an ordinance to be a misdemeanor and that a city may not
<br />provide imprisonment as a penalty for the violation of an ordinance. Council Member Dombrowski
<br />made a motion to recommend this bill to the Council favorable, seconded by Council Member Adams.
<br />The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member Taylor
<br />made a motion to rise and report to the Council, seconded by Council Member Dombrowski. The
<br />motion carried.
