REGULAR MEETING AUGUST 27, 1979 <br />REGULAR MEETING RECONVENED (:CONTINUED) <br />RESOLUTION NO. 715 -79 A RESOLUTION FOR THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT TO THE <br />UNITED STATES GOVERNMENT, DEPARTMENT HOUSING AND URBAN <br />DEVELOPMENT, AN APPLICATION FOR A GRANT UNDER THE "TARGETED <br />JOBS DEMONSTRATION PROGRAM." <br />WHEREAS, the City of South Bend, acting through the Office of the Mayor and the Common <br />Council, has agressively and successfully sought to improve South Bend's economy by initiating <br />and supporting economic development projects which increase the City's tax base, job opportunitiE <br />and local incomes; and <br />WHEREAS, the City of South Bend, acting through the Office of the Mayor and Common Council, <br />has agressively and successfully sought out federal assistance to support local efforts and to <br />supplement local resources; and, <br />WHEREAS, the purpose of the "targeted jobs ,demonstration grant: is to strengthen the links <br />between the City's community and economic development activities and manpower activities so that <br />the maximum feasible number of jobs created under federally- assisted development projects go to <br />economically disadvantaged people who are eligible for assistance under the CETA program and so <br />that the maximum feasible number of "spinoff" business opportunities created under these project: <br />go to small, local businesses, minority entrepreneurs, or community development corporations; an( <br />WHEREAS, the Mayor is the chief executive officer of the City, and is the applicant for a <br />demonstration grant called "Targeted Jobs Demonstration Grant: under the auspices of the Federal <br />Inter - Agency Coordinating Council on behalf of six federal agencies. <br />NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of South Bend, Indiana: <br />SECTION I. Hereby establish the authority of the Mayor of the City of South Bend to <br />submit an application for funds in the amount of Two Hundred Thousand Dollars ($200,000) to <br />the United States Department of Housing and Urban Development under the "Targeted Jobs Demonstra- <br />tion Program." <br />SECTION II. Hereby designates the Division of Community Development as the administrative <br />agent for the program. The Division of Community Development shall submit to the Common Council <br />a line item budget in ordinance form prior to any expenditures of any grant money received upon <br />approval of this application. <br />SECTION III. The Division of Community Development shall submit a copy of the Targeted <br />Jobs Grant Application to the Members of the Common Council prior to submittal of the grant <br />application to the Department of Housing and Urban Development. <br />SECTION IV. This resolution shall be in full force and effect from and after its adoption <br />by the Common Council and approval by the Mayor. <br />/s /Roger 0. Mr. Carl Ellison, Director of Human <br />Resources, indicated that the Community Development Department has submitted a pre - application <br />to HUD for this grant program. He said the City was selected as one of the fifty finalist. He <br />said contingent upon Council approval the City will submit a full application by October 10, <br />1979. Council Member Miller indicated he was opposed to applying for a grant to be spent for <br />administrative costs. He indicated that the Human Resources and Economic Development Committee <br />should work with Community Development in developing this program. Council Member Serge made a <br />motion to adopt this resolution, seconded by Council Member Szymkowiak.. The resolution was <br />adopted by a roll call vote of nine ayes. <br />RESOLUTION N0. 716 -79 <br />A RESOLUTION TO FILE AN APPLICATION TO THE INDIANA <br />DEPARTMENT OF NATURAL RESOURCES. <br />WHEREAS, the City of South Bend, Indiana, Department of Public Parks is desirous of im- <br />proving the Saint Joseph River Cooridor for recreational activities and environment improve- <br />ments and in accord with the Saint Joseph River Cooridor plan (master Plan) adopted by the <br />City of South Bend, and <br />WHEREAS, funds are needed for such a project. <br />Section I. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South <br />Bend, Indiana that permission is hereby given to the Department of Public Parks to file an <br />application to the Indiana Department of Natural Resources, Division of Outdoor Recreation, <br />for Federal Land and Water Conservation Funds to finance the East Race development of said <br />Saint Joseph River Corridor project. <br />SECTION II.
