<br />REGULAR MEETING FEBRUARY 26, 1979
<br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers
<br />of the County -City Building on Monday, February 26, 1979, at 7:00 p.m. The meeting was called
<br />to order and the Pledge to the Flag was given.
<br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor,
<br />Kopczynski, Adams, Dombrowski, Horvath and Parent
<br />ABSENT: None
<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the CIty of South Bend:
<br />Your sub - committee on the inspection and supervision of the minutes would respectfully
<br />report that it has inspected the minutes of the February 12, 1979 meeting of the Council and
<br />found them correct.
<br />The sub - committee, therefore, recommends that the same be approved.

<br />Council Member Serge made a motion that the minutes of the February 12, 1979, meeting of the
<br />Council be accepted and placed on file, seconded by Council Member Dombrowski. The motion
<br />carried.
<br />Council Member Dombrowski made a motion to resolve into the Committee of the Whole, seconded
<br />by Council Member Adams. The motion carried.
<br />COMMITTEE OF THE WHOLE
<br />Be it remembered that the Common Council of the CIty of South Bend met in the Committee of the
<br />Whole on Monday, February 26, 1979, at 7:02 p.m., with nine members present: Chairman Frank
<br />Horvath presiding.
<br />BILL NO. 13 -79 A BILL APPROVING THE FORM AND TERMS OF LEASE, MORTGAGE AND
<br />TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS,
<br />AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO MARLIN
<br />DEVELOPMENT CO., AN INDIANA PARTNERSHIP AND IMAGINEERING
<br />ENTERPRISES, INC., AN INDIANA CORPORATION.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent.,
<br />were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the Economic Develop-
<br />ment Commission, made the presentation for the bill. He indicated this $100,000 bond issue was
<br />for additional funds needed to complete the project, to construct and equip a facility located
<br />at the corner of West Sample and Webster Street. Council Member Taylor made amotion to recom-
<br />mend this bill to the Council favorable, seconded by Council Member Serge. The motion carried.
<br />BILL NO. 241 -78 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY
<br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND,
<br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (SCOTTSDALE ADDITION
<br />SECTION "I ".)
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent:
<br />were given an opportunity to be heard. Mr. Jack Dunfee, attorney for the petitioner, made the
<br />presentation for the bill. He indicated this was the last sub - section to be completed in
<br />Scottsdale. He said they were asking for A -1 zoning which would allow single family and two,
<br />family resident uses. He distributed a map to the Council showing the proposed area to be re-
<br />zoned and gave a brief discription of the plans. Mr. Keith Hostetler, 2011 Thornhill, spoke
<br />against Americana Realty's plans for this area. He said it would have an adverse effect on the
<br />neighborhood, due to the fact that the homes they were planning to build were inferior to those
<br />located in the neighborhood. Mr. Bob Edwards, 1828 Thornhill, spoke against this rezoning
<br />due to the type of units they were proposing to build. Many of the Council members indicated
<br />they have viewed the proposed homes and agreed that they should not be built in the area.
<br />Council Member Taylor indicated he was against this rezoning andmade a motion to recommend this
<br />bill to the Council unfavorable, seconded by Council Member Adams. The motion carried.
<br />BILL NO. 10 -79
<br />A BILL FIXING THE ANNUAL SALARIES, PAYABLE FROM THE GENERAL
<br />FUND, FOR OFFICERS OF THE CITY OF SOUTH BEND TO BE ELECTED
<br />FOR THE TERM COMMENCING JANUARY 1, 1980, AND FIXING A TIME
<br />WHEN THE SAME SHALL TAKE EFFECT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an oppportunity to be heard. Council President Roger Parent, made the presentation
<br />for the bill. He indicated he had filed a bill establsihing the salaries of elected officials
<br />which provided a 5.5% increase for everyone except the City Clerk. He indicated his bill was
<br />amended by the Council to change the 5.5% to a straight $500 across the board for the Council,
<br />for the next four years. Council Member Adams indicated that the Mayor of Fort Wayne would
<br />receive $36,900 for the next four years, and the Mayor of Hammond would receive $29,000. She
<br />made an amendment to change the mayor's salary to $33,500 in 1980, $34,500 in 1981, $35,500 in
<br />1982 and $36,500 in 1983. The motion did not receive a second. Council Member Miller made a
<br />motion to recommend this bill to the Council favorable, as amended, seconded by Council Member
<br />Taylor. The motion carried.
