<br />RESOLUTION NO. 677 -79
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, AUTHORIZING THE MAYOR TO SUBMIT TRAINING GRANT
<br />APPLICATIONS TO VARIOUS AGENCIES WHICH HAVE SHOWN INTEREST
<br />IN FUNDING SUCH A GRANT FOR THE YOUTH SERVICE BUREAU OF
<br />THE CITY OF SOUTH BEND, INDIANA.
<br />WHEREAS, the Mayor of the City of South Bend is the Chief Executive Officer of the City, a
<br />is the Applicant for funding of any grant applications which may be made by the City of South
<br />Bend, Indiana.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the.City of South Bend, Indiana
<br />that:
<br />SECTION I. The Mayor of the City of South Bend is hereby authorized to submit an applica-
<br />tion for funding in the amount of $8,250,00 to various interested agencies.
<br />SECTION II. The Executive Director of the Youth Service Bureau shall be designated the
<br />Administrative Agent for this grant. For every category established under this Resolution, the
<br />Mayor shall submit to the Common Council a line item budget prior to the expenditure of any
<br />grant money received upon approval of this application.
<br />SECTION III. This resolution shall be in full force and effect from and after its adoption
<br />by the Common Council and approval by the Mayor.

<br />A public hearing was held on this resolution at this time. Ms. Bonnie Strycker, Director of
<br />the Youth Services Bureau, indicated that the Bureau would seek funding from several
<br />agencies and foundations in the State for a one year program aimed at teaching new methods of
<br />counseling. She indicated this funding would not require a match from the City. Council Member.
<br />Miller made a motion to adopt this resolution, seconded by Council. Member Adams. The motion
<br />carried on a roll call vote of nine ayes.

<br />BILL NO. 7 -79 A BILL APPROVING THE FORM AND TERMS OF LEASE AND TRUST INDENTURE
<br />AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE
<br />EXECUTION THEREOF PERTAINING TO GORGE E. ROSS, ROBERT C. ROSS AND
<br />RICHARD C. ROSS, A PARTNERSHIP.
<br />This bill had first reading. Council Member Miller made a motion to set this bill for public
<br />hearing and second reading February 12, 1979, seconded by Council Member Taylor. The motion
<br />carried.
<br />BILL NO. 8 -79 A BILL APPROVING THE -FORM AND TERMS OF LEASE AND TRUST INDENTURE
<br />AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE
<br />EXECUTION THEREOF PERTAINING TO PETERSEN PRINTING CORPORATION.
<br />This bill had first reading. Council Member Miller made a motion to set this bill for public
<br />hearing and second reading February 12, 1979, seconded by Council Member Taylor. The motion
<br />carried.
<br />BILL NO. 9 -79 A BILL APPROPRIATING $12,000.00 OF YOUTH SERVICES BUREAU MONIES
<br />FROM THE CITY OF SOUTH BEND CRIME CONTROL FUND FOR VARIOUS
<br />YOUTH SERVICE BUREAU ACTIVITIES DURING THE PERIOD JANUARY 1, 1979
<br />THROUGH DECEMBER 31, 1979.
<br />This bill had first reading. Council Member Taylor made a motion to set this bill for public
<br />hearing and second reading February 12, 1979, seconded by Council Member Taylor. The motion
<br />carried.
<br />BILL NO. 10 -79
<br />A BILL FIXING THE ANNUAL SALARIES PAYABLE FROM THE GENERAL FUND,
<br />FOR OFFICERS OF THE CITY OF SOUTH BEND TO BE ELECTED FOR THE TERM
<br />COMMENCING JANUARY 1, 1980, AND FIXING A TIME WHEN THE SAME SHALL
<br />TAKE EFFECT.
<br />This bill had first reading. Council Member Kopczynski made a motion to amend this bill, setting
<br />the mayor's 1980 salary at $34,500, 1981 - $35,500, 1982 - $36,500, 1983- $37,500;.the city clerk's
<br />1980 salary at $15,500, 1981- $16,500, 1982- $17,500, 1983- $18,500; the council's 1980 salary
<br />at $7,500, $1981 - $8,000, 1982 - $8,500, 1983- $9,000; seconded by Council Member ADams. Council
<br />Member Miller indicated they should go with a 5.5% increase for the mayor, with the understanding
<br />that it could be lowered. He made a motion t.o amend the amendment setting the mayor's 1980
<br />salary at $35,343, 1981- $37,287, 1982-$39,338,'1983-$41,502, seconded by Council Member Taylor.,
<br />The motion to amend carried. The motion to amend the amendment carried. Council Member Miller
<br />made a motion to set this bill for public hearing and second reading February 26, 1979, seconded
<br />by Council Member Taylor. The motion carried.
