REGULAR MEETING DECEMBER 11 1978 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />BILL NO. 236 -78 <br />A BILL TRANSFERRING THE SUM OF $47,600 FROM VARIOUS ACCOUNTS <br />TO VARIOUS ACCOUNTS WITHIN THE POLICE DEPARTMENT BUDGET OF <br />THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent: <br />were given an opportunity to be heard. Division Chief Glenn Terry, made the presentation for <br />the bill. He asked that this bill be amended to $47,000. He asked for an increase in account <br />no. 212.0, Postage to $200, a decrease in account 252.0 Equipment Repair to $5,100, eliminate <br />account 323.0, Tires and Tubes in the amount of $1,000 and increase account 370.0 Other Supplies <br />to $6,150. Council Member Miller made a motion to amend this bill, seconded by Council Member <br />Taylor. The motion carried. Council Member Serge made a motion to recommend this bill to the <br />Council favorable, as amended, seconded by Council President Parent. The motion carried. <br />BILL NO. 237 -78 <br />A BILL TRANSFERRING THE SUM OF $28,700 FROM VARIOUS ACCOUNTS <br />TO VARIOUS ACCOUNTS WITHIN THE BUDGET OF THE BUREAU OF SEWERS <br />OF THE SEWAGE WORKS GENERAL FUND OF THE CITY OF SOUTH BEND, <br />INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent., <br />were given an opportunity to be heard. Mr. Ron Budzinski, fiscal officer, made the presentation <br />for the bill. He asked that this bill be amended to $59,700, and add account no. 130.0 Extra <br />and Overtime, in the amount of $31,000. Council Member Miller made a motion to amend this bill, <br />seconded by Council Member Szymkowiak. The motion carried. Council Member Miller made a motion <br />to recommend this bill to theCouncil favorable, as amended, seconded by Council Member Dombrowsk: <br />The motion carried. <br />BILL NO. 238 -78 A BILL AMENDING CHAPTER 2, ARTICLE 15, DIVISION 3 OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, COMMONLY KNOWN <br />AS A MERIT SYSTEM OF PROMOTIONS FOR THE POLICE DEPARTMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent., <br />were given an opportunity to be heard. Kathy Cekanski - Farrand, Council Attorney, made the pre- <br />sentation for the bill. She indicated that this bill will delete the written competivitive <br />examination, the situational testing, and the percentage groupings. She indicated that the <br />Merit Board proposed the substitution of performance evaluations, promotional potentials and <br />oral interviews. Council Member Taylor indicated that this proposed amendment reflected many <br />hours of hard work and deliberation by the Police Merit Board. He indicated that this issue <br />has always received bi- partisan support from the Council. He said this Council has been on <br />record three times with a nine -zero vote. He asked for the continued support of the Police <br />Merit.System. Mr. Dick Albright, president of-the Police Merit Board, spoke in favor of this <br />bill. He indicated this proposed bill fits the South Bend Police Department better than the <br />original ordinance. Terry Bensley, President,of the F.O.P., indicated the lodge was totally <br />against this amendment. Mr. John Cimino, Police Merit Board Coordinator, spoke in favor of <br />this bill. Council Member Serge indicated he was against this bill. Council President Parent <br />indicated this amendment would make the plan more workable. He said he supported this amendment <br />Council Member Adams spoke against this amendment. Council Member Kopczynski made a motion <br />to recommend this bill to the Council unfavorable, seconded by Council Member Adams. The <br />motion carried on a roll call vote of six ayes and three nays•(Council Members Miller, Taylor <br />and Parent.) <br />BILL NO. 225 -78 <br />A BILL TRANSFERRING THE SUM OF $13,275 FROM VARIOUS ACCOUNTS <br />TO VARIOUS ACCOUNTS WITHIN THE DISCOVERY.HALL BUDGET OF.THE <br />GENERAL REVENUE SHARING RUST FUND OF THE CITY OF SOUTH BEND, <br />INDIANA (CONTINUED FROM EARLIER IN THE MEETING.) <br />Ms. Marsha Mullins indicated that the $6,000 being transferred to Other Contractuals would be <br />used to pay two months rent on the annex, and to install a' humidifier system in Discovery Hall. <br />Council Member Dombrowski made a motion to recommend this bill to the Council favorable, seconder <br />by Council Member Adams. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council Member <br />Kocpzynski made a motion to rise and report to the Council and recess, seconded by Council Membe= <br />Dombrowski. SECOND READING <br />BILL NO. 196 -78 <br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY <br />OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) <br />(JEFFERSON BLVD. AND 34TH STREET.) <br />Bend <br />9:35 p.m., <br />Council Member Aeams made a motion to defeat this bill, seconded by Council Member Kopczynski. <br />The bill was defeated by a roll call vote of nine ayes. <br />
