368 COMMITTEE OF THE WHOLE MEETING (CONTINUED) BILL NO. 221 -78 A BILL TRANSFERRING $40,700.00 AMONG VARIOUS ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE FIRE DEPARTMENT BUDGET OF THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA. This being the time heretofore set for public hearing on the above bill, proponents and opponent were given an opportunity to be heard. Fire Chief Van Wiele made the presentation for the bill. He indicated this transfer was necessary in order to continue maintenance of the building repair of equipment and to meet anticipated expenses in the Fire Department. Council Member Adams made a motion to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The motion carried. BILL NO. 222 -78 A BILL TRANSFERRING $21,106.00 AMONG VARIOUS ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE GENERAL PARK FUND. This being the time heretofore set for public hearing on the above bill, proponnents and opponen were given an opportunity to be heard. Mr. James Seitz, Superintendent of Parks, made the presentation for the bill. He indicated this transfer was necessary for the operation of the Ice Box skating facility. Council Member Szymkowiak made a motion to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The motion carried. BILLS, SECOND READING BILL NO. 199 -78- A BILL AMENDING SECTION 4 -3 OF CHAPTER 4, AMUSEMENTS, OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA. This bill had second reading. Council Member Adams made a motion to continue public hearing and second reading on this bill until December 11, seconded by Council Member Kopczynski. The motion carried. ORDINANCE NO. 6500 -78 AN ORDINANCE APPROPRIATING $39,900.00 FROM THE EQUAL EMPLOYMENT OPPORTUNITY FUND TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS HUMAN RIGHTS COMMISSION AND DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT. This bill had second reading. Council Member Adams made a motion to pass this bill, seconded by Council Member Dombrowski. The bill passed by a roll call vote of nine ayes. BILL NO. 211 -78 A BILL APPROPRIATING $142,062.00 FROM THE SEWAGE WORKS DEPRECIATION FUND TO THE SEWAGE WORKS OPERATION AND MAINTENANCE FUND FOR THE PURCHASE OF MOTOR EQUIPMENT TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS BUREAU OF SANITATION. Council Member Taylor made a motion to strike this bill, seconded by Council Member Dombrowski. The motion carried. ORDINANCE NO. 6501 -78 AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 8, SECTION 2 -120 (a) OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, PERTAINING TO THE ANNUAL VACATION FOR CITY PERSONNEL. This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded by Council Member Adams. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 6502 -78 AN ORDINANCE APPROPRIATING ALL PARKING GARAGE FEES AND FUNDS AND PARKING VIOLATION FINES FOR THE YEAR 1979 TO THE BOARD OF PUBLIC WORKS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE USES AND PURPOSES SET FORTH THEREIN, IN ACCORDANCE WITH CHAPTER 190 OF THE ACTS OF THE GENERAL ASSEMBLY OF THE)'STATE OF INDIANA OF 1955.
