<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED)
<br />BILL NO. 202 -78 A BILL APPROPRIATING $8,000.00 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND, FOR A HISTORIC PRESERVATION SURVEY, TO BE
<br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION
<br />OF COMMUNITY DEVELOPMENT AND THE HISTORIC PRESERVATION COM-
<br />MISSION_OF-SOUTH BEND AND SAINT JOSEPH COUNTY.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. John Hunt, Deputy Director of Community Development,
<br />made the presentation for the bill. He indicated this appropriation would be used to complete
<br />a city -wide survey identifying, describing and evaluating architecturally and historically signi-
<br />ficant buildings, facilities and areas. Council President Parent made a motion to recommend this
<br />bill to the Council favorable, seconded by Council Member Serge. The motion carried.
<br />BILL NO. 203 -78
<br />A BILL AMENDING CHAPTER 20, ARTICLE 3, COMMONLY KNOWN AS THE
<br />ABANDONDED VEHICLE ORDINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Kathleen Cekanski - Farrand, Council Attorney, made the
<br />presentation for the bill. She indicated this bill has two basic purposes; it would define
<br />"visable from public property ", and it would authorize the Board of Public Safety to establish
<br />towing and storage fees. Council Member Adams made a motion to recommend this bill to the Counci,
<br />favorable, seconded by Council Member Szymkowiak. The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member Taylor
<br />made a motion to rise and report to the Council, and recess, seconded by Council Member Miller.
<br />The motion carried and the meeting was recessed at 8:25 and reconvened at 8:36 p.m.

<br />AN ORDINANCE ESTABLISHING A USER FEE FOR THE USE OF
<br />AMBULANCE /MEDICAL SERVICES PROVIDED BY THE CITY OF
<br />SOUTH BEND, INDIANA, THROUGH ITS PARAMEDIC BRANCH OF
<br />THE FIRE DEPARTMENT.
<br />This bill had second reading. Council Member Adams made a motion to amend this bill, as amended,
<br />in the Committee of the Whole, seconded by Council Member Taylor. The motion carried. Council
<br />Member Adams made a motion to pass this bill, as amended, seconded by Council Member Horvath.
<br />The bill passed by a roll call vote of eight ayes.
<br />BILL NO. 181 -78 A BILL TO AMEND SECTION 15 -16 AND TO REPEAL SECTION
<br />15 -29 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND,
<br />INDIANA, AS AMENDED.
<br />Council Member Adams made a motion to have second reading on this bill, at the end of the
<br />Second Readings, seconded by Council Member Horvath. The motion carried.

<br />AN ORDINANCE APPROVING MONEYS FOR THE PURPOSE OF DEFRAYING
<br />THE CETA TITLE I EXPENSES OF THE BUREAU OF EMPLOYMENT AND
<br />TRAINING FOR THE FISCAL PERIOD BEGINNING OCTOBER 1, 1977,
<br />AND ENDING SEPTEMBER 30, 1978, INCLUDING ALL OUTSTANDING
<br />CLAIMS AND OBLIGATIONS AND FIXING A TIME WHEN THE SAME
<br />SHALL TAKE EFFECT.
<br />This bill had second reading. Council Member Serge made a motion to pass this bill, seconded by
<br />Council Member Szymkowiak. The bill passed by a roll call vote of seven ayes and one nay
<br />(Council Member Adams.)
