<br />Mrs. Jane Swan, 2022 Swygart, spoke against the high increases for the Administration. Council
<br />President Parent explained the salary ordinances negotiated for the police and firefighters.
<br />He indicated he would like.to take $10,000 over and above the 8.6% to allocate to those positions
<br />who are most underpaid. Council President Parent yielded the floor for amendment purposes only.
<br />Council Member Miller made a motion to amend his amendment to adjust other salaries within the
<br />Civil City salary ordinance to reflect the feeling of Council; reduce City Attorney from $15,000
<br />to $14,380; reduce Chief Deputy City Attorney from $15,000 to $14,380; reduce Deputy City At-
<br />torney from $10,000 to $9,000; reduce Controller from $20,000 to $18,462; reduce Assistant
<br />Director of Personnel from $14,500 to $13,629; reduce Chief Deputy Controller from $20,750 to
<br />$19,928; reduce Executive Director of Century Center from $25,000 to $24,000; reduce Century
<br />Center Building Engineer from $20,000 to $19,000; reduce Superintendent of Parks from $23,000 to
<br />$22,513; reduce Bureau of Design and Administration from $19,000 to $18,201; reduce Director
<br />of Utilities from $23,000 to $20,916; reduce Manager Waste Water from $20,000 to $19,000; reduce
<br />Administrative Assistant for Public Safety from $21,000 to $19,548; reduce Mayor's Secretary from
<br />$12,000 to $11,452; reduce Utility Commissioner from $3,000 to $2,500; reduce Chief Deputy City
<br />Clerk from $12,750 to 12,489; seconded by Council Member Miller. Council President Parent made
<br />a motion to recess, seconded by Council Member Dombrowski. The motion carried and the meeting
<br />was recessed at 9:00 p.m., and reconvened at 9:32 p.m. A roll call vote was taken on the motion
<br />to accept the Administration's salary changes, and it passed by a vote of five ayes and four nays
<br />(Council Members Kopczynski, Adams, Horvath and Parent.) A roll call vote was taken on the motio
<br />to amend the amendment and it passed by a roll call vote of five ayes and four nays (Council
<br />Members Kopczynski, Adams, Horvath and Parent.) Council Member Miller made a motion to pass the
<br />Civil City salary bill, as amended, seconded by Council Member Taylor. The motion passed by a
<br />roll call vote of five ayes and four nays (Council Members Kopczynski, Adams, Horvath and Parent.
<br />Council Member Miller made a motion to amend the Community Development salary bill by reducing
<br />the Director from $8,000 to $7,046; reduce Deputy Director from $20,000 to $18,000; add Asst.
<br />City Attorney at $7,100; reduce Building Commissioner from $2,000 to $1,000; reduce Director of
<br />Housing from $20,000 to $19,000; change title from Rehabilitation Project Director to Project
<br />Director and add Asst. Project Director at $14,500, seconded by Council Member Taylor. The
<br />motion carried. Council Member Miller made a motion to recommend this bill to the Council fav-
<br />orable, as amended, seconded by Council Member Szymkowiak. The motion carried on a roll call vot
<br />of five ayes and four nays (Council Members Kopczynski, Adams, Horvath and Parent.) Council
<br />Member Miller made a motion to eliminate Step 5 in the CETA 1979 salary ordinance, seconded by
<br />Council Member Taylor. The motion carried on a roll call vote of seven ayes and two nays (Counci
<br />Members Kopczynski and Adams. Council Member Miller made a motion to recommend this bill to the
<br />Council favorable, as amended, seconded by Council Member Dombrowski. The motion carried on a
<br />roll call vote of five ayes and four nays (Council Members Kocpzynski, Adams, Horvath and Parent.

<br />A BILL FIXING THE ANNUAL PAY OF POLICEMEN FOR THE CALENDAR
<br />YEAR 1979
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Council President Parent, made the presentation for the
<br />bill. He thanked the Wage Committee as well as the Council for their cooperation in negotiating
<br />a wage package for., 1979 and 1980. He said this was a split increment increase for 1979, which
<br />averages $900 across the board. Council Member Adams made a motion to recommend this bill to the
<br />Council favorable, seconded by Council Member Taylor. The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member Taylor
<br />made a motion to rise and report to the Council and recess, seconded by Council Member Miller.
<br />The motion carried and the meeting was recessed at 10:15 p.m.
