<br />RESOLUTION NO. 616 -78
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
<br />SOUTH BEND, INDIANA, APPROVING THE AWARD OF ONE
<br />CONTRACT IN EXCESS OF $5,000 FOR THE ELECTRICAL
<br />REHABILITATION WORK IN THE COMMUNITY DEVELOPMENT
<br />PROGRAM.
<br />WHEREAS, under the provisions of Ordinance No. 5872 -75, passed by the Common Council on
<br />August 11, 1975, all contracts in excess of $5,000 must be approved by the Common Council; and
<br />WHEREAS, low bids for the electrical rehabilitation work under the Community Development
<br />Housing Program have exceeded $5,000.
<br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, Indiana;
<br />1. That approval be granted to the Redevelopment Commission of the City of South Bend,
<br />Indiana, to enter into a contract with the Belleville Electric & Heating, Inc. for the electrica.

<br />2. That this resolution shall be in full force and effect from and after its adoption by
<br />the Common Council and its approval by the Mayor of the City of South Bend, Indiana.

<br />A public hearing was held at this time on these resolutions. Mr. Kenneth Schaller, Project
<br />Director for Redevelopment, indicated that these homes were in need of rehabilitation work in
<br />excess of $5,000. Mrs. Lillian Stanton, 919 Oak Ridge, indicated she thought they should have
<br />appraisals on these homes before they are rehabilitated. She said that they were putting $7,000
<br />in some of these homes. She indicated that this was above the value of some of these homes.
<br />Council Member Miller indicated that having an appraisal would run up the cost of rehabilitation
<br />He said it was in the best interest of the community to maintain neighborhoods. Council Member
<br />Kopczynski indicated it had been brought to his attention that the workmanship and materials
<br />used in this rehabilitation work were of poor quality. He asked Mr. Schaller to investigate
<br />the installation of wrought iron railings, and send him a written report. Council Member
<br />Adams indicated that the prices on some of this material was too high. She questioned the
<br />prices on kitchen paneling and ceiling tile. She asked Mr. Schaller to investigate this matter
<br />and get a reply to her within two weeks. Council Member Szymkowiak questioned the inspection
<br />work on these homes. Mr. Schaller indicated that Redevelopment has a staff of inspectors who
<br />inspect the homes as they are being rehabilitated. Council Member Dombrowski asked for a break -
<br />down on the material and labor costs for some of these homes. Council President Parent indicate
<br />that due to the copy work involved, it would be best for the Councilman to go to the Rehabilita-
<br />tion Department to look at this information. Council Member Miller suggested that this problem
<br />of labor and material costs, as well as workmanship be referred to the Human Resources Committee
<br />Council Member Kopczynski indicated that this should be investigated by a committee, he said -
<br />that Council President Parent should appoint three Councilmen to investigate this matter.
<br />The Council recessed for five minutes. Council Member Dombrowski made a motioni-to stop debate,
<br />seconded by Council Member Horvath. The motion carried. Council Member Serge made a motion
<br />to adopt Resolution No. 613 =78, seconded by Council Member Dombrowski. The resolution was
<br />adopted by a roll call vote of eight ayes. Council Member Adams made a motion to adopt Resolu-
<br />tion 614 -78, seconded by Council Member Miller. The resolution was adopted by a roll call vote
<br />of eight ayes. Council Member Miller made a motion to adopt Resolution No. 615 -78, seconded by
<br />Council Member Adams. The resolution was adopted by a roll call vote of eight ayes. Council
<br />Member Serge made a motion to adopt Resolution No. 616 -78, seconded by Council Member Dombrowski

<br />RESOLUTION NO. 617 -78
<br />RESOLUTION WITH RESPECT TO CERTAIN OFF- STREET PARKING
<br />FACILITIES OF THE CITY OF SOUTH BEND, INDIANA, AND
<br />THE REFINANCING OF THE CITY'S OFF - STREET PARKING REVENUE
<br />BONDS, SERIES 1969 PROJECT AND AUTHORIZING THE EXECUTION
<br />OF A LEASE AGREEMENT.
<br />WHEREAS, the City of South Bend, Indiana ( "City ") has heretofore acquired and constructed
<br />certain off - street parking facilities ( "Parking Facilities ") situated on the following real
<br />estate:
<br />Site I located at the Southeast Corner of Colfax and Main Streets in the City
<br />of South Bend, Indiana, more particularly Lots 22, 23 and 24 as shown on the
<br />recorded original plat of the Town, now City, of South Bend;
<br />Site III located at the northwest corner of St. Joseph Street and Jefferson
<br />Boulevard in the City of South Bend, Indiana, more particularly Lots 38, 39
<br />and 40 as shown on the recorded original plat of the Town, now City, of South
<br />Bend;
