<br />WHEREAS, the proposed increase would mean an additional $439,886.10 of our tax dollars
<br />spent just on electricity; and
<br />WHEREAS, Indiana law requires the Public Service Commission to conduct full, fair, and
<br />impartial hearings to enable all of the facts and evidence to be introduced; and
<br />WHEREAS, due to the overwhelming amount of public interest by the citizens of the City
<br />of South Bend, a field hearing held in our city by the Public Service Commission on the
<br />proposed rate increase is both necessary, reasonable and essential.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana,
<br />that:
<br />SECTION I. The Common Council of the City of South Bend, Indiana, on behalf of all of its
<br />citizens officially petitions the Indiana Public Service Commission to schedule a field hearing
<br />in the City of South Bend so that all consumers in this area may have the opportunity to offer
<br />facts and evidence on the 33.7 percent rate increase proposed by the Indiana and Michigan Electri,
<br />Company.
<br />SECTION II. The Common Council further finds that the proposed rate increase would have
<br />a detrimental effect on the economic welfare of its citizens as well as the City itself.
<br />SECTION III. The Council believes that in order to insure that full, fair and impartial
<br />public hearings are held on this proposal, that a field hearing in the City of South Bend is not
<br />only necessary but indeed essential, due to the drastic effect the increase would have on our
<br />own policy of sound fiscal management.
<br />SECTION IV. This Resolution shall be in full force and effect from and after its adoption
<br />by the Common Council and approval by the Mayor.

<br />A public hearing was held at this time on this resolution. Council Member Horvath said that the
<br />City is presently paying $1,305,300 for electricity and this 33% increase would mean an additiona.
<br />$439,886.10 of our tax dollars would be spent on electricity. He said this would also have a
<br />serious effect on our senior citizens. Council Member Szymkowiak made a motion to adopt this
<br />resolution, seconded by Council Member Dombrowski. Council Member Adams asked if the City was
<br />going to be an intervenor in this proposed rate increase. Mr. Robert Parker, Deputy City
<br />Attorney, indicated he did not know at this time. The resolution was adopted by a roll call
<br />vote of eight ayes.
<br />RESOLUTION NO. 613 -78
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
<br />SOUTH BEND, INDIANA, APPROVING THE AWARD OF ONE
<br />CONTRACT IN EXCESS OF $5,000.00 FOR THE GENERAL
<br />REHABILITATION WORK IN THE COMMUNITY DEVELOPMENT
<br />PROGRAM.
<br />WHEREAS, under the provisions of Ordinance No. 5872 -75, passed by the South Bend Common
<br />Council on August 11, 1975, all contracts in excess of $5,000 must be approved by the Common
<br />Council; and
<br />WHEREAS, low bids for the general rehabilitation work under the Community Development
<br />Housing Program have exceeded $5,000.
<br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, Indiana;
<br />1. That approval be granted to the Redevelopment Commission of the City of South Bend,
<br />Indiana, to enter into a contract with the Tom Ford Home Improvement for the general rehabilita-
<br />tion on the following properties:
