REGULAR MEETING APRIL 10f 1978 <br />REGULAR MEETING RECONVENED (CONTINUED) <br />RESOLUTIONS <br />RESOLUTION NO. 609 -78 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, REQUESTING THE CITY ADMINISTRA- <br />TION TO APPROPRIATE SUFFICIENT FUNDS FOR THE BUILDING <br />OF A FISHING PARK AND BOAT RAMP NEAR THE ST. JOSEPH <br />RIVER IN 1979. <br />WHEREAS, the majority of the Common Council of the City of South Bend have realized the need <br />for the construciton of a fishing park and boat ramp on the St. Joseph River for the past several <br />years; and <br />WHEREAS, the Council has recommended on repeated occasions that funds be appropriated for <br />such a site; and <br />WHEREAS, the recommended site of just below the dam near the Hydraulic Avenue -Mill Race area <br />was recommended by the 1977 Citizens Committee on Riverside Parks Safety in the interest of im- <br />proving the safety conditions for this area of the river; and <br />WHEREAS, various State officials are presently considering this area of the St. Joseph River <br />as a possible future site of salmon fishing; and <br />WHEREAS, the overriding public interests of having a fishing park and boat ramp would pro- <br />vide the following benefits for our citizens and community: <br />(1) Recreational fishing, boating, and canoeing on the river for all <br />of our citizens especially our senior citizens, economically dis- <br />advantaged, and the outdoor enthusiasts; and <br />(2) an economically and environmentally sound program; and <br />(3) improvement of the safety conditions by providing a safe and <br />convenient launching ramp for our citizens as well as for <br />our fire department rescue boats during emergency rescue <br />operations. <br />WHEREAS, the creation of a fishing park and boat ramp would be an excellent compliment to <br />the St. Joseph River and would be in the best interest of our community. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, Indiana, <br />that: <br />SECTION I. The Common Council of the City of,Sbuth Bend strongly.encourages and recommend: <br />that the City Administration take affirmative action in appropriating the necessary funds to <br />create a fishing park and boat ramp below the dam near the St. Joseph River in 1979. <br />SECTION II. The Council further requests that the City Administration, environmentalists, <br />sporting groups, and all concerned citizens to join the City Council in supporting the efforts <br />of State Representative Richard C. Bodine in having this area of the St. Joseph River designated <br />as an ideal location for salmon fishing by the State. <br />SECTION III. The Council further finds that a fishing park and boat ramp would provide <br />such recreational, economical, and safety features that it would become a .tribute to the natural <br />beauty of this area of the St. Joseph River and would meet the needs of a large segment of our <br />community. <br />SECTION IV. This Resolution shall be in full force and effect from and after the adoption <br />by the Common Council and approval by the Mayor. <br />/s /Water T. Council Member Kopczynski indicated <br />that the fishing park had been recommended by the Citizen's Committee on River Park Safety. He <br />said there was a great need for such a park to provide recreational facilities, as well as safe <br />conditions for a launching ramp for the Fire Department rescue boats during emergency rescue <br />operations. Council'Member Dombrowski indicated he supported this resolution. Council Member <br />Adams made a motion to adopt this resolution, seconded by Council Member Dombrowski. The resolu- <br />tion was adopted by a roll call vote of eight ayes. <br />RESOLUTION NO. 610 -78 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, AUTHORIZING THE MAYOR TO SUBMIT <br />TO THE DEPARTMENT OF HEALTH, EDUCATION AND <br />WELFARE A GRANT APPLICATION UNDER TITLE III <br />OF THE JUVENILE JUSTICE AND DELINQUENCY PRE- <br />VENTION ACT OF 1974, AS AMENDED. <br />WHEREAS, the Mayor of the City of South Bend is the Chief Executive Officer of the City, and <br />is the Applicant for HEW funding under Title III of the Juvenile Justice and Delinquency Pre- <br />vention Act of 1974, as amended. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana that <br />
