<br />Council Member Serge made a motion that the minutes of the March 13, 1978, meeting be placed on
<br />file, seconded by Council Member Dombrowski. The motion carried.
<br />Council Member Dombrowski made a motion to resolve into the Committee of the Whole, seconded by
<br />Council Member Adams. The motion carried.
<br />COMMITTEE OF THE WHOLE
<br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the
<br />Whole on Monday, March 13, 1978, at 7:02 p.m., with eight members present. Chairman Frank
<br />Horvath presiding.
<br />BILL NO. 4 -78
<br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY
<br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND,
<br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (STATE ROAD 123 AND
<br />LINDEN AVENUE.)
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. George Patton, attorney for the petitioner, indicated
<br />that this rezoning was sought to allow the construction of mini- warehouses. Mr. Russell Hartsoug
<br />also indicated that this rezoning was for mini - warehouses. Mr. Ted Chelminiak, 5222 Cedarwood,
<br />indicated that a Far West neighborhood organization was being formed. He said that when they
<br />purchased their homes they were shown a map which did not indicated any commercial or industrial
<br />zoning in that area. He said this type of zoning would cause traffic problems and reduce the
<br />property value. Mr. Bernard Ferro, 105 S. Clearview, spoke against this rezoning. Pars. O'Brien,
<br />55991 Mayflower, spoke against this rezoning. Ms. Patricia Makowski, 127 S. Clearview, spoke
<br />against this rezoning. Council Member Kopczynski made a motion to recommend this bill to the
<br />Council unfavorable, seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 24 -78
<br />A BILL APPROPRIATING $58,431.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT FUND, COMMONLY REFERRED TO AS THE GENERAL REVENUE
<br />SHARING GRANT FOR VARIOUS PROGRAMS TO BE ADMINISTERED BY
<br />THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF ADMINISTRA-
<br />TION AND FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Glenn Terry, Services Division Chief, made the pre-
<br />sentation for the bill. He indicated this money was needed to purchase twelve cars for the
<br />Dectective Bureau. Council Member Dombrowski asked if this was all the cars they intended to
<br />purchase in 1978. Mr. Terry indicated it was. Council Member Kopczynski indicated he felt the
<br />Council should limit the size of the fleet. Council Member Szymkowiak indicated he felt the
<br />Council should look at the cars that were going to be put up for bid or auction. Mr. Terry
<br />indicated that it had not been determined if the cars were going to be put up for bid or auction.
<br />Council Member Miller indicated that the Council has wanted to limit the fleet for a long time.
<br />He made a motion to add a new Section II "Twelve (12) cars which are to be replaced under the
<br />terms of this ordinance shall be disposed of by the Board of Public Works by the end of 1978 ",
<br />seconded by Council Member Adams. The motion carried. Council Member Adams asked Mr. Terry to
<br />send the Council .a notice of the method they were going to use to get rid of these cars. Council
<br />President Parent made a motion to recommend this bill to the Council favorable, as amended,
<br />seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 25 -78
<br />A BILL APPROPRIATING $62,554.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT FUND, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING
<br />GRANT FOR VARIOUS PROGRAMS TO BE ADMINISTERED BY THE CITY
<br />OF SOUTH BEND THROUGH THE DEPARTMENT OF ADMINISTRATION AND
<br />FINANCE
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Glenn Terry, Services Division Chief, made the pre-
<br />sentation for the bill. He indicated this appropriation was to fund the Police Recruit Program
<br />for the balance of 1978. He indicated it was thought they could use Counter - Cyclical funds,
<br />however, there was not enough available for the program. Council President Parent made a motion
<br />to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The
<br />motion carried.
<br />BILL NO. 26 -78
<br />A BILL APPROVING A CONTRACT BETWEEN THE BUREAU OF WATER OF
<br />THE CITY OF SOUTH BEND, INDIANA, AND A. H. CHOITZ, INC.,
<br />SOUTH BEND, INDIANA, FOR THE PURCHASE OF A MODEL P175 -WW
<br />INGERSOLL RAND AIR COMPRESSOR IN THE AMOUNT OF $4,509.00.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. John Stancati, Director of Utilities, made the pre-
<br />sentation for the bill. He indicated that bids were let pursuant to the Statutes of the State of
<br />Indiana and were found competitive. Council Member Dombrowski made a motion to recommend this
<br />bill to the Council favorable, seconded by Council Member Serge. The motion carried.
