236 <br />Council Member Miller indicated that the Council has taken the position that by using Community <br />Development neighborhood money this helps to stablize neighborhoods. He indicated that the <br />housing programs are working. He indicated there was not enough money provided for social <br />services. Council Member Kopczynski indicated he was disappointed in the way the grants are <br />formulated. He indicated that the Councilman representing the neighborhood should be.fully in- <br />formed, by Community Development, of what is happening in the neighborhoods. Mr. Ellison in- <br />dicated he felt their record was extremely good in keeping the Council informed.. Council Member <br />Adams made a motion to adopt this resolution, as amended, seconded by Council Member Kopczynski. <br />Council President Parent indicated that some neighborhood organizations had requested CD money <br />for staff. Mr. Ellison said that a number of neighborhoods had requested this. Council Preside: <br />Parent asked why this was not being done. Mr. Ellison indicated it was not a high CD priority. <br />Council President Parent indicated that perhaps they should try it out on a trial basis. Counci. <br />Member Horvath indicated that he agreed, and perhaps CD should be helping the neighborhood <br />groups. Council Member Taylor indicated he was not suggesting that every neighborhood be staffer <br />it could be done in zones. Council Member Miller indicated he was also against the concept of <br />personnel for neighborhood organizations. Council Member Dombrowski indicated that the neighbor- <br />hood groups are doing a very good job, and he did not think this concept would work. The resolu. <br />tion was adopted by a roll call vote of eight ayes. <br />RESOLUTION A RESOLUTION WITH RESPECT TO CERTAIN OFF- STREET PARKING <br />FACILITIES OF THE CITY OF SOUTH BEND, INDIANA AND THE <br />REFINANCING OF THE CITY'S OFF - STREET PARKING REVENUE <br />BONDS, SERIES 1969 PROJECT. <br />Council Member Miller made a motion to continue public hearing on this resolution until March 13 <br />1978, seconded by Council Member Taylor. The motion carried. <br />There being no further business to come before the Council, Council Member Dombrowski made a <br />motion to adjourn, seconded by Council Member Kopczynski.
