<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED)
<br />Mr. Robert Parker, Chief Deputy City Attorney, indicated he would like to see a further amendment
<br />made to section (3) to change general fund to appropriate fund. Council Member Adams.made a
<br />motion to change this section to read "All rents collected shall become a part of the appropriate
<br />fund. ", seconded by Council Member Taylor. The motion carried. Council Member Adams made a
<br />motion to recommend this bill to the Council favorable, as amended, seconded by Council Member
<br />Taylor. The motion carried.
<br />BILL NO. 166 -77
<br />A BILL APPROVING A CONTRACT BETWEEN THE BUREAU OF WASTE WATER
<br />OF THE CITY OF SOUTH BEND, INDIANA, AND CARL J. REINKE & SONS,
<br />INC., SOUTH BEND, INDIANA, FOR THE CONSTRUCTION OF A GARAGE
<br />AND COMBINED MECHANICAL WORK TO INCLUDE ELECTRICAL, HEATING
<br />AND VENTILATION AT THE WASTE WATER TREATMENT PLANT IN THE
<br />TOTAL AMOUNT OF $24,984.00.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. David Wells, Manager of Design and Administration,
<br />made the presentation for the bill. He indicated this additional area is needed to store equip-
<br />ment in a heated garage during the winter months. He said two additional stalls will be added.
<br />Council Member Serge made a motion to recommend this bill to the Council favorable, seconded by
<br />Council Member Dombrowski. The motion carried.
<br />BILL NO. 167 -77 A BILL APPROPRIATING $26,500.00 FROM THE ANTI- RECESSION FUND,
<br />COMMONLY REFERRED TO AS THE COUNTER - CYCLICAL GRANT, FOR VEHICLE
<br />MAINTENANCE PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND,
<br />THROUGH ITS DIVISION OF TRANSPORTATION.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Patrick McMahon, Director of Public Works, made the
<br />presentation for the bill. He said this appropriation was to insure the Vehicle Maintenance Pro-
<br />gram will be able to function properly through the balance of 1977. Council Member Szymkowiak
<br />made a motion to recommend this bill to the Council favorable, seconded by Council Member Dom-
<br />browski. The motion carried.
<br />BILL NO. 168 -77 A BILL TRANSFERRING $17,250.00 IN THE FIRE DEPARTMENT BUDGET
<br />WITHIN THE GENERAL FUND OF THE CITY OF SOUTH BEND. TRANSFERS
<br />ARE BEING MADE IN VARIOUS BUDGET CLASSIFICATIONS WITHIN THE
<br />FIRE DEPARTMENT.
<br />This being the time heretofore set for publi -c hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Fire Chief Van Wiele made the presentation for the bill.
<br />He said this was a normal adjustment within the department of reflect their actual operating need
<br />Council Member Szymkowiak made a motion to recommend this bill to the Council favorable, seconded.

<br />BILL NO. 169 -77
<br />A BILL TRANSFERRING $2,135.00 AMONG VARIOUS ACCOUNTS, ALL
<br />ACCOUNTS BEING WITHIN THE BUREAU OF VEHICLE MAINTENANCE
<br />IN THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Patrick McMahon, Director of Public Works, made the
<br />presentation for the bill. He said this transfer was being requested so that the Bureau of
<br />Vehicle Maintenance will be in a position to provide services in an effective manner throughout
<br />the balance of 1977. Council Member Szymkowiak made a motion to recommend this bill to the Counc
<br />favorable, seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 170 -77 A BILL TRANSFERRING $86,172.91 AMONG VARIOUS ACCOUNTS,
<br />ALL ACCOUNTS BEING WITHIN THE BUREAU OF STREETS BUDGET
<br />IN THE MOTOR VEHICLE HIGHWAY FUND OF THE CITY OF SOUTH
<br />BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Patrick McMahon, Director of Public Works, made the
<br />presentation for the bill. He said this transfer was to purchase salt and sufficient funds for
<br />the maintenance of Street Department vehicles through the balance of 1977. Council Member
<br />Kopczynski asked how much of the MVH funds were expended for the Century Center parking lot.
<br />He asked Mr. McMahon for a letter giving him this amount. Mr. McMahon indicated he would send
<br />him a letter, but he was not sure MVH funds were used. Council Member Szymkowiak made a motion
<br />to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The
<br />motion carried.
<br />BILL NO. 171 -77
<br />A BILL TRANSFERRING $400.00 AMONG VARIOUS ACCOUNTS,
<br />ALL ACCOUNTS BEING WITHIN THE CITY CLERK'S BUDGET
<br />OF THE CITY OF SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mrs. Irene Gammon, City Clerk, made the presentation for
<br />the bill. She said this transfer was necessary in order that she could attend the National Leagu
<br />of Cities convention in December. Council Member Szymkowiak made a motion to recommend this
<br />bill to the Council favorable, seconded by Council Member Adams. The motion carried.
<br />Council Member Kopczynski made a motion to recess, seconded by Council Member Dombrowski. The
<br />motion carried and the meeting was recessed at 8:40 p.m., and reconvened at 8:52 p.m.
<br />There being no further business to come before the Committee of the Whole, Council Member Taylor
<br />made a motion to rise and report to the Council, seconded by Council Member Adams. The motion
<br />carried.
