REGULAR MEETING JULY ll 1977 <br />REGULAR MEETING RECONVENED (CONTINUED) <br />BILL NO. 95 -77 <br />A BILL AMENDING CHAPTER 2, ARTICLE 4, SECTION 2 -27 OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, COMMONLY <br />REFERRED TO AS PARTICIPATION INSTATE AND FEDERAL PROGRAMS <br />BY REQUIRING APPROVAL OF THE COMMON COUNCIL FOR ALL PARTICI- <br />PATION IN SUCH PROGRAMS. <br />Council Member Adams made a motion to continue public hearing and second reading on this bill <br />until July 18, 1977, seconded by Council Member Dombrowski. The motion carried. <br />ORDINANCE NO. 6190 -77 <br />AN ORDINANCE DESIGNATING THE BUREAU OF HOUSING OF THE <br />DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH <br />BEND TO BE THE AGENCY OF THE CITY TO ADMINISTER A LOCAL <br />HOMESTEADING PROGRAM. <br />This ordinance had second reading. Council Member Adams made a motion to pass the ordinance, <br />seconded by Council Member Taylor. The ordinance passed by a roll call vote of eight ayes. <br />RESOLUTIONS <br />RESOLUTION NO. 563 -77 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND SUPPORTING THE DEVELOPMENT OF A DOWNTOWN URBAN MALL. <br />WHEREAS, The City of South Bend has embarked upon the development and revitalization of the <br />South Bend central Business District; and <br />WHEREAS, local developers have shown an interest in developing a downtown urban mall within <br />the South Bend Central Business District; and <br />WHEEREAS, during the development of a downtown urban mall it may become necessary for the <br />public sector to participate by providing services or facilities; and <br />WHEREAS, such a downtown urban mall would be advantageous to the future growth and develop- <br />ment of the City of South Bend; and <br />WHEREAS, the success of any such project requires total community participation and support;) <br />and <br />WHEREAS, the Common Council of the City of South Bend is interested in promoting developmen <br />of the Central Business District, <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana: <br />SECTION I. That the Common Council of the City of South Bend supports and is in favor <br />of the development of a downtown urban mall within the Central Business District of the City of <br />South Bend. <br />SECTION II. This resolution shall be in full force and effect immediately upon its passage <br />by the Common Council of the City of South Bend, Indiana. <br />Is/ Mary Christine Adams <br />/s /Water T. Council Member Taylor indicated that <br />the South Bend Common Council has always been totally in favor of doing everything in its power <br />to help revitalize downtown South Bend. He indicated this resolution was affirmation of their <br />support. Council Member Kopczynski indicated that he also supported the development of downtown, <br />but not at the expense of the outlying neighborhoods. Council Member Adams made a motion to ado) <br />this resolution, seconded by Council Member Serge. Council President Parent indicated he support <br />the resolution very strongly, but more discussion was needed regarding the loss of the Odd Fellov <br />Building. He said he had reservations about tearing down such a building. The resolution was <br />adopted by a roll call vote of eight ayes. <br />RESOLUTION NO. 564 -77 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND AUTHORIZING THE EXPENDITURE OF $8,540.00 BY.THE <br />DEPARTMENT OF HUMAN RESOURCES-AND ECONOMIC DEVELOPMENT/ <br />DIVISION OF COMMUNITY DEVELOPMENT FOR THE PURCHASE OF AN <br />URBAN STATISTICAL INFORMATION PACKAGE. <br />STATEMENT OF PURPOSE AND INTENT: <br />One of the tasks of the Department of Human Resources and Economic Development /Division of <br />Community Development is the preparation and implementation of a comprehensive community develop- <br />ment and improvement program. It is necessary to have available a variety of current and valid <br />statistical data for hosuing, population, social, and economic conditions and trends to facilitat <br />the preparation.of effective and efficient housing /neighborhood, social service, public works, ar <br />park projects; and, to secure funding, through a grantsmanship process, for the implementation <br />of these various projects. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, <br />as follows: <br />SECTION I. The Department of Human Resources and Economic Development /Division of Com- <br />munity Development is authorized to make an expenditure of $8,540.00 for the purchase of an <br />urban statistical information package for the City of South Bend, entitled "Profiles of Change" <br />from the R.L.
