REGULAR MEETING- JULY 11, 1977 <br />COMMITTEE OF THE WHOLE MEETING CONTINUED). <br />This being the time heretofore set for public hearing on the above bill, proponents and opponen <br />were given an opportunity to be heard. Mr. Jon Hunt, Deputy Director of Community Development, <br />made the presentation for the bill. He said this money would be used to fund curb and sidewalk <br />replacement activities within the Community Development impact areas. He said it is proposed <br />that this program will fund on a fifty per cent basis the improvements requested by property <br />owners in compliance with the guidelines established by the Board of Public Works. Council <br />President Parent asked if the Council would be given an input as to the spending of these funds <br />Mr. Hunt indicated they had conducted a survey of possible curb projects and he would be glad <br />to send him a list. Council President Parent indicated he did not feel the fifty -fifty basis <br />would work, because people in the target areas could not afford it. He indicated he did not <br />approve of this policy. Council Member Szymkowiak made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Adams. The motion carried. <br />BILL NO. 95 -77 A BILL AMENDING CHAPTER 2, ARTICLE 4, SECTION 2 -27, OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, COMMONLY <br />REFERRED TO AS PARTICIPATION IN STATE AND FEDERAL PROGRAMS <br />BY REQUIRING APPROVAL OF THE COMMON COUNCIL FOR ALL PARTICI- <br />PATION IN SUCH PROGRAMS. <br />Council Member Adams asked that this bill be continued until the next meeting. She made a <br />motion to continue this bill until July 18, 1977, seconded by Council Member Dombrowski. The <br />motion carried. <br />BILL NO. 96 -77 A BILL DESIGNATING THE BUREAU OF HOUSING OF THE DIVISION <br />OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH BEND TO BE <br />THE AGENCY OF THE CITY TO ADMINISTER A LOCAL URBAN HOME- <br />STEADING PROGRAM. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponen <br />were given an opportunity to be heard. Mr. Thomas Brunner, City Attorney, made the presentatio <br />for the bill. He said the City is preparing to undertake its own Urban Homesteading Program <br />and the State statute requires the City by ordinance to designate the agency which will adminis <br />ter this program. He said the Bureau of Housing of the Division of Community Development is an <br />existing agency of the City and is qualified under the statute to administer such a program. <br />Council Member Adams made a motion to recommend this bill to the Council favorable, seconded <br />by Council Member Serge. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council President <br />Parent made a motion to rise and report to the Council, and recess, seconded by Council Member <br />Dombrowski. SUVERKRUP BUILDING <br />IN THE SOUTH BEND INDUSTRIAL PARK. <br />This ordinance had second reading. Council Member Dombrowski made a motion to amend the lease <br />as amended in the Committee of the Whole, seconded by Council Member Serge. The motion carried <br />Council Member Adams made a motion to pass the ordinance, as amended, seconded by Council Membe: <br />Dombrowski. The ordinance passed by a roll call vote of eight ayes. <br />ORDINANCE NO. 6172 -77 <br />AN ORDINANCE APPROVING THE FORM AND TERMS OF LEASE <br />AND TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT <br />REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF <br />PERTAINING TO GRIFFIN'S OUTBOARD MARINE, INC. <br />This ordinance had second reading. Council Member Adams made a motion to amend the ordinance, <br />as amended in the Committee of the Whole, seconded by Council Member Dombrowski. The motion <br />carried. Council Member Adams made a motion to pass the ordinance, as amended, seconded by <br />Council Member Dombrowski. The ordinance passed by a roll call vote of eight ayes. <br />ORDINANCE NO. 6173 -77 AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF <br />SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE). (A 2.6 <br />ACRE PARCEL OF GROUND LOCATED ON THE NORTH SIDE OF THE <br />INTERSECTION OF MONROE STREET AND LINCOLN WAY EAST). <br />This ordinance had second reading. Council Member Adams made a motion to pass the ordinance, <br />seconded by Council Member Taylor. The ordinance passed by a roll call vote of eight ayes. <br />
