REGULAR MEETING <br />JUNE 27, 1977 <br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers <br />of the County -City Building on Monday, June 27, 1977, at 7:00 p.m. Council President Roger O. <br />Parent presiding. The meeting was called to order, and the Pledge to the Flag was.given. <br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor, <br />Kopczynski, Adams, Dombrowski and Parent <br />ABSENT: Council Member Horvath <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub- committee on the inspection and supervision of the minutes would respectfully re- <br />port that it has inspected the minutes of the June 13, 1977 meeting of the Council and found th <br />correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s /Roger Parent <br />/s /Mary Chris Adams <br />Council Member Dombrowski made a motion that the minutes of the June 13, 1977, meeting of the <br />Council be placed on file, seconded by Council Member Serge. The motion carried. <br />SPECIAL BUSINESS <br />Council President Parent indicated that Council Members had questions to ask of the Police Depart <br />ment and the Mayor regarding the recent "ticket binge. He indicated that this was for their <br />own personal gain and the Mayor never ordered the police officers to stop their unfair tactics. <br />Council Member Taylor indicated that the citizen's confidence in the Police Department had been <br />shaken because of this tactic. He said he thought this tactic only served to undermine the ex- <br />ecutive branch of government. He asked who organized this "ticket binge." Police Chief Borkowsk <br />indicated that the FOP was the major voting body. Council Member Adams outlined the meetings <br />that had taken place with the FOP in an attempt to negotiate with them. She said she resented <br />the fact that statements have been made that the Council will not negotiate. She said she felt <br />the Council has been fair and no firm figure has been set. Council Member Kopczynski indicated <br />that when the ticket blitz started he called the Mayor and it was evident he supported this type <br />of tactic. He indicated he had calls from citizens that in as much as the police had time to <br />write this amount of tickets in such a short time it only proves they have time on their hands <br />and are not doing their job. He indicated that it was difficult for the Council to negotiate <br />when the police have said that the items they want are not negotiable. Council Member Serge <br />indicated that the police had disobeyed the rules of their department. He indicated he was in <br />favor of higher pay for the police, if there was money in the budget. Council Member Adams <br />indicated she hoped the Mayor was misquoted in the SOUTH BEND TRIBUNE regarding statements that <br />the Council resume negotiations; with the FOP. She indicated the Council had never stopped negot <br />Ling. Council Member Dombrowski indicated that he hoped the FOP would sit down and bargain in <br />good faith, Cpl: Ron Wilson, head of the wage committee, indicated they had met with the Council <br />three different times and were told the Council did not know how much was available, and they <br />could not tell us what they could give us. He said that was not negotiating. Council Member <br />Miller indicated he did not think the Council should get into negotiating at this meeting, and <br />he felt they should move on to the agenda. <br />
