REGULAR MEETING MAY 9, 1977 <br />COMMITTEE OF THE WHOLE <br />BILL NO. 48 -77 <br />A BILL APPROPRIATING $12,180 FROM THE FEDERAL <br />ASSISTANCE GRANT, COMMONLY REFERRED TO AS <br />GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC <br />WORKS PROGRAMS TO BE ADMINISTERED BY THE CITY <br />OF SOUTH BEND THROUGH ITS DEPARTMENT OF EMPLOY- <br />MENT AND TRAINING. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent: <br />were given an opportunity to be heard. Mr. Patrick McMahon, Director of Public Works, made the <br />presentation for the bill. He said this is to provide for the summer environmental clean up <br />program. He said this will provide support services for this program in the areas of equipment <br />repair, truck leasing, gasoline, repair parts, etc. He then read the amounts budgeted for each <br />item. Council Member Szymkowiak asked if there was any equipment left from last summer. Mr. <br />McMahon indicated there was equipment left. Council Member Szymkowiak asked how much equipment <br />they bought last year. Mr. McMahon indicated $1,896 was spent last year. Council Member Adams <br />asked if the $7,600 for leasing of trucks would be a bid item. Mr. McMahon indicated it would <br />be a bid item. Council Member Taylor made a motion to recommend this bill to the Council favor- <br />able, seconded by Council Member Serge. The motion carried. <br />BILL NO. 40 -77 <br />A BILL APPROPRIATING THE SUM OF $60,500 <br />FROM THE CUMUTATIVE SEWER BUITDING .AND- <br />SINKING FUND. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent <br />were given an opportunity to be heard. Mr. Patrick McMahon, Director of Public Works, made the <br />presentation for the bill. He described the location of the property. He said the City planned <br />to buy this property to use as a retention basin in the future. He said this offer was based <br />upon the lower appraisal price of the property. Council Member Horvath asked the size of the <br />parcel of land. Mr. McMahon indicated it was just over twelve acres. Council Member Horvath <br />asked if there was a water problem in that area. Mr. McMahon indicated that area has been <br />designated as a flooding area. Mr. Edward Manuszak, 1703 N. College, asked why this property <br />was worth $5,000 an acre, since it was a flooding area. Mr. McMahon indicated the evaluation <br />was based upon adjacent properties. He said this was an ideal location for a retention basin. <br />Council Member Adams asked the balance in the Cumulative Capital Improvement Fund. Mr. McMahon <br />indicated he did not have the exact figure, but the working balance was $800,000. Council Member <br />Adams asked when this would be developed. Mr. McMahon indicated it would be a number of years. <br />Council Member Serge made a motion to recommend this bill to the Council favorable, seconded <br />by Council Member Taylor. The motion carried. There being no further business to come before <br />the Committee of the Whole, Council Member Taylor made a motion to rise and report to the Council <br />seconded by Council Member Dombrowski. The bill passed by a roll call vote of nine ayes. <br />ORDINANCE NO. 6144 -77 <br />AN ORDINANCE APPROPRIATING THE SUM OF $60,500 <br />FROM THE CUMULATIVE SEWER BUILDING AND SINKING <br />FUND. <br />This bill had second reading. Council Member Adams made a motion to pass the bill, seconded by <br />Councilmember Dombrowski. The passed by a roll call vote of nine ayes. <br />ill <br />RESOLUTIONS <br />RESOLUTION NO. 557 -77 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA APPROVING THE <br />AWARDING OF SEVEN CONTRACTS IN EXCESS OF <br />$5,000 FOR REHABILITATION WORK IN THE <br />COMMUNITY DEVELOPMENT PROGRAM. <br />WHEREAS, under the provisions of Ordinance No. 5872 -75, passed by the South Bend Common <br />Council on August 11, 1975, all contracts under the Community Development Housing Program in <br />excess of $5,000 must be approved by the Common Council; and <br />
