REGULAR MEETING <br />MARCH 28, 1977 <br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers <br />of the County -City Building on Monday, March 28, 1977, at 7:00 p.m., Council President Roger <br />0. Parent presiding. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor, <br />Kopczynski, Adams, Dombrowski, Horvath and Parent <br />ABSENT: None <br />REPORT FROM THE SUB- COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would respectfully <br />report that it has inspected the minutes of the March 14, 1977 meeting of the Council and <br />found them correct. <br />The sub- committee, therefore, recommends that the same be approved. <br />/s/ Roger 0. Parent <br />/s/ Mary Christine Adams <br />Council Member Horvath made a motion that the minutes of the March 14, 1977, meeting be accepted <br />as read and placed on file, seconded by Council Member Adams. The motion carried. <br />SPECIAL BUSINESS <br />Council President Parent called on Miss Virginia Guthrie, 320 W. LaSalle. She indicated that <br />March 28 was the 146 birthday of the City. She presented a birthday cake to the Council and the <br />Mayor. The cake was cut and offered to the Council and citizens attending the meeting. Council <br />President Parent thanked Miss Guthrie for the cake. <br />Council Member Taylor made a motion to establish a joint negotiating team for Clay Utilities, <br />to consist of two members appointed by the Council and two members appointed by the Mayor,:seconde <br />by Council Member Adams. The motion carried with Council Members Miller and Szymkowiak opposing. <br />Council Member Taylor made a motion that the Council's appointments to this team consist of <br />Councilman Frank Horvath and Council President Parent, seconded by Council Member Dombrowski. The <br />motion carried, with Council Members Miller and Szymkowiak opposing. <br />REPORTS <br />Council Member Adams made,a motion that the committee reports be given at the-time of public heari g <br />on the proposed bill, seconded by Council Member Dombrowski. The motion carried. <br />Council Member Adams made -a motion to resolve into the Committee of the Whole, seconded by Council <br />Member Dombrowski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, March 28, 1977, at 7:19 p.m., with nine members present. Chairman Frank Horvath <br />presiding. <br />Council Member Adams made a motion to have public hearing on both 6A and 6B on the agenda* seconde <br />key Council Member Dombrowski. The motion carried. <br />BILL A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY <br />OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) <br />(FILLMORE ROAD (LINDEN AVENUE) AND CLEMENS STREET). <br />
