REGULAR MEETING MARCH 28, 1977 Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of the County -City Building on Monday, March 28, 1977, at 7:00 p.m., Council President Roger 0. Parent presiding. The meeting was called to order and the Pledge to the Flag was given. ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and Parent ABSENT: None REPORT FROM THE SUB- COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your sub - committee on the inspection and supervision of the minutes would respectfully report that it has inspected the minutes of the March 14, 1977 meeting of the Council and found them correct. The sub- committee, therefore, recommends that the same be approved. /s/ Roger 0. Parent /s/ Mary Christine Adams Council Member Horvath made a motion that the minutes of the March 14, 1977, meeting be accepted as read and placed on file, seconded by Council Member Adams. The motion carried. SPECIAL BUSINESS Council President Parent called on Miss Virginia Guthrie, 320 W. LaSalle. She indicated that March 28 was the 146 birthday of the City. She presented a birthday cake to the Council and the Mayor. The cake was cut and offered to the Council and citizens attending the meeting. Council President Parent thanked Miss Guthrie for the cake. Council Member Taylor made a motion to establish a joint negotiating team for Clay Utilities, to consist of two members appointed by the Council and two members appointed by the Mayor,:seconde by Council Member Adams. The motion carried with Council Members Miller and Szymkowiak opposing. Council Member Taylor made a motion that the Council's appointments to this team consist of Councilman Frank Horvath and Council President Parent, seconded by Council Member Dombrowski. The motion carried, with Council Members Miller and Szymkowiak opposing. REPORTS Council Member Adams made,a motion that the committee reports be given at the-time of public heari g on the proposed bill, seconded by Council Member Dombrowski. The motion carried. Council Member Adams made -a motion to resolve into the Committee of the Whole, seconded by Council Member Dombrowski. The motion carried. COMMITTEE OF THE WHOLE Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on Monday, March 28, 1977, at 7:19 p.m., with nine members present. Chairman Frank Horvath presiding. Council Member Adams made a motion to have public hearing on both 6A and 6B on the agenda* seconde key Council Member Dombrowski. The motion carried. BILL A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (FILLMORE ROAD (LINDEN AVENUE) AND CLEMENS STREET).
