<br />Mr. Brownell, Executive Director of Redevelopment, indicated that the City had requested $221,
<br />000.00 over and above what was allocated for sidewalks and curbs, etc. Council President
<br />Parent indicated the $221,000 was not misspent. He made a motion to recommend this bill to
<br />the Council favorable, seconded by Council Member Taylor. The motion carried.

<br />A BILL APPROPRIATING $200,000.00 FROM THE FEDERAL
<br />ASSISTANCE GRANT COMMONLY KNOWN AS THE GENERAL
<br />REVENUE SHARING FUND FOR CENTURY CENTER CONSTRUCTION,
<br />TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH
<br />THE DEPARTMENT OF PUBLIC WORKS.
<br />Council Member Miller made a motion to continue public hearing and second reading on this bill
<br />until March 14, 1977, seconded by Council Member Dombrowski. The motion carried.

<br />A BILL APPROVING MONEYS FOR THE PURPOSE OF DEFRAYING
<br />THE CETA TITLE I EXPENSES OF THE DEPARTMENT OF EMPLOY-
<br />MENT AND TRAINING FOR THE FISCAL YEAR BEGINNING JANUARY
<br />1, 1977 AND ENDING DECEMBER 31, 1977, INCLUDING ALL
<br />OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME
<br />WHEN THE SAME SHALL TAKE EFFECT.

<br />Council Member Horvath indicated public hearing would be held on all three budgets, Titles I,
<br />II, and VI. This being the.time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Mr. Elroy Kelzenberg, Director of the Burea
<br />of Employment and Training, made the presentation for the ordinance. Mr. Kelzenberg indicated
<br />the three budgets represented the substantial portion of the funding of the department. He in-
<br />dicated there were some additions which the Council would be appraised of in later budgets. Ms.
<br />Barbara Schankerman, 1615 Rockne, indicated she had been trying to get help from this agency for
<br />two years. She read a report on what she discovered on her investigation of CETA. Mr. Al
<br />Langel, 4403 Huron Circle, congratulated Ms. Schankerman on her courage. Mr. Kelzenberg spoke
<br />in rebuttal to Ms. Schankerman. Mr. Floyd Carter, 1619 Fassnacht, asked why there were no total
<br />figures given in the title of the bill. Mr. Kelzenberg gave him the total figures for Titles I,
<br />II and VI. Ms. Karen Gleason, Director of Civic Planning,.indicated there were some people who
<br />are receiving funds of $10,000 or more and she thought that the top was $10,000. She said there
<br />were two CETA people who are in the same department, one is being reimbursed and the other is not
<br />She asked if it was allowable to withdraw money from an account and then reimburse. Mr. Mullen,
<br />City Controller, indicated that if it had been approved by budget it was not a reimbursement.
<br />Council Member Adams indicated that the Committee on Administration and Finance would like the
<br />CETA staff to check and make sure that if a person on CETA moves out of the City they are ter-
<br />minated from this program. She said they felt that there are many people in South Bend who need
<br />jobs and CETA employees must realize they are going to have to give up the position if they leave
<br />the City. Mr. Kelzenberg discussed the new eligible criteria for CETA. Council Member Kopczynsk
<br />indicated there was resentment in the community with regard to the CETA program. Mr. Kelzenberg
<br />indicated that the resentment was felt on the part of ineligible participants. He said the thrus
<br />of CETA was to serve those who are most hurt by the labor market. Council Member Kopczynski
<br />indicated that the City might be getting too many employees that really are not needed and if
<br />CETA should be discontinued there would be a problem. Council Member Kopczynski said he be-
<br />lieved in the long run CETA would hurt the community. He indicated he thought it was high time
<br />to make sure it was not being used to augment local government funds. Council President Parent
<br />indicated he thought CETA was good for the community. He thanked Council Member Adams and her
<br />committee for doing a lot of work on this project. He made a motion to recommend this bill to
<br />the Council favorable, seconded by Council Member Dombrowski. Council Member Miller asked if
<br />citizens over 65 were eligible to participate in CETA. Mr. Kelzenberg indicated there was no
<br />age limit. The motion carried.
