<br />REGULAR MEETING RECONVENED (CONTINUED
<br />WHEREAS, pursuant to the Community Development Block Grant program regulations the Depart-
<br />ment of Human Resources is required to cause an audit to be made of its financial management
<br />systems not less frequently than once every two years; and,
<br />WHEREAS, the Department of Human Resources has negotiated to contract with the independent
<br />public accounting firm of Peat, Marwick, Mitchell & Co., for the required audit to be performed
<br />at a cost of $5,500:
<br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, Indiana;
<br />SECTION I. That the Department of Human Resources is authorized to make an expenditure
<br />of $5,500 for an audit of the Community Development Block Grant program by Peat, Marwick,
<br />Mitchell & Co. as required by the regulation governing this program.

<br />A public hearing was held at this time on the resolution. Mr. Jon Hunt, Assistant Director of
<br />Human Resources, indicated this resolution was for a fiscal audit of the Community Development
<br />Grant for FY75 ending December 31, 1976. He said that Peat, Marwick, Mitchell & Co., was the
<br />low and best bidder for the project. Council Member Kopczynski asked when they first learned
<br />they needed to audit. Mr. Hunt indicated when they received the regulation which required them
<br />to have an audit every two years. Council Member Kopczynski asked when they decided to bring
<br />this in front of the Council. Mr. Hunt indicated they decided three or four months ago. Council
<br />Member Kopczynski indicated that as chairman of the Human Resources Committee he did not know
<br />about this. He said that as a courtesy to a chairman of a committee they should be notified
<br />of pending legislation. Council Member Serge made a motion to adopt this resolution, seconded
<br />by Council Member Miller. Council Member Adams asked if this audit firm was the lowest bidder.
<br />Mr. Hunt indicated they were not the lowest, however, they had previous experience conducting
<br />an audit on Community Development. The resolution passed by a roll call vote of nine ayes (Counc.
<br />Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and Parent).

<br />This ordinance had first reading. Council Member Taylor made a motion to set this ordinance
<br />for public hearing and second reading February 28, 1977, seconded by Council Member Dombrowski.
<br />The motion carried.
<br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS AMENDED,
<br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF
<br />SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (240
<br />RUE DEVILLE).
<br />This ordinance had first reading. Council Member Adams made a motion to refer this ordinance to
<br />Area Plan, seconded by Council Member Dombrowski. The motion carried.

<br />LIMITS OF SOUTH BEND, INDIANA, CERTAIN LAND (LAUREL
<br />WOODS) .
<br />This ordinance had first reading. Council Member Kopczynski made a motion to refer this ordi-
<br />nance to the Public Works Committee, seconded by Council Member Adams. The motion carried,
<br />with Council Member Miller oDDosina.

<br />DEFRAYING THE CETA TITLE VI EXPENSES OF THE DE-
<br />PARTMENT OF EMPLOYMENT AND TRAINING FOR THE FISCAL
<br />YEAR BEGINNING JANUARY 1, 1977, AND ENDING SEPTEMBER
<br />30, 1977, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGA-
<br />TIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT.
<br />This ordinance had first reading. Council Member Adams made a motion to set this
<br />public hearing and second reading February 28, and refer it to the Administration
<br />Committee, seconded by Council Member Dombrowski.. The motion carried.
