PUBLIC WORKS & PROPERTY VACATION JUNE 24, 2013 3:55 P.M. <br />Committee Members Present: Oliver Davis, Dr. David Varner, Valerie Schey, Gavin Ferlic <br />Other Council Present: Tim Scott, Henry Davis Jr., Dr. Fred Ferlic, Karen White, Derek Dieter <br />Others Present: Scott Ford, Chuck Bulot, Kathryn Roos, Eric Horvath, Vickey Miles, Jeff Gritton, <br />Michael Divita, Jitin Kain, Kathy Cekanski - Farrand <br />Agenda: - Bill No. 27 -13 Vacate Alley - Donmoyer <br />- Bill No. 18 -13 Water Table review for Building Permit <br />Oliver Davis Chairperson of the Public Works and Property Vacation Committee, with all members in <br />attendance opened the meeting with two items on the agenda. <br />The first bill 27 -13 was a request to vacate a 40' x 16' strip of platted but landlocked alley just south of <br />Donmoyer. The presenter was Jeff Gritton from Living Stones Church at 718 Donmoyer. Mr. Gritton <br />explained the church was building a playground behind the church and though fenced would be opened <br />to the neighborhood. The platted alley runs behind the property and the adjacent property owner was <br />agreeable to the request. During the Council question & answer segment, Derek Dieter suggested the <br />playground be monitored. Tim Scott noted there was no objection from neighbors. Oliver Davis noted <br />all the city agencies had filed their approvals of the request. <br />David Varner motioned the bill be sent favorably. Valerie Schey followed with a second, all supported. <br />The second item was bill 18 -13 which adds the requirement of a soil and water table review to the <br />building permit process. This added provision to the problems of a permit process intends to prevent <br />problems of flooding basements recently experienced in homes built near the New Energy Plant. While <br />operating the plant artificially lowered the water table nearby. Permits were issued. The plant closed <br />and the water table rose. This review process would keep this from happening in the future. <br />Oliver Davis and Council Attorney Kathy Cekanski - Farrand both spoke to the collaborative discussions <br />among the Building Department, City Legal and Engineering which resulted in a workable, acceptable bill <br />endorsed by all. <br />David Varner moves favorably, Valerie Schey seconded and all affirmed. <br />Under miscellaneous Chairperson Oliver Davis asked an update on Lafayette Falls be provided by Public <br />Works at the meeting of July 8, 2013. <br />Oliver Davis adjourned at 4:08 P.M. <br />
