REGULAR MEETING <br />NOVEMBER 22,1976 <br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of <br />the County -City Building on Monday, November 22, 1976, at 7:00 p.m., Council President Roger 0. <br />Parent, presiding. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor, <br />Kopczynski, Adams, Dombrowski, Horvath and Parent <br />ABSENT: None <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded by Counci <br />Member Dombrowski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the Who: <br />on Monday, November 22, 1976, at 7:04 p.m., with nine members present. Chairman Frank Horvath pre- <br />siding. <br />ORDINANCE AN ORDINANCE TRANSFERRING $1,750.00 FROM ACCOUNT <br />724.0 `RADIO EQUIPMENT" TO ACCOUNT 440.0 "OTHER <br />MATERIALS" BOTH ACCOUNTS BEING WITHIN THE POLICE <br />DEPARTMENT BUDGET OF THE GENERAL FUND OF THE CITY <br />OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponP.nts were given an opportunity to be heard. Division Chief Glenn Terry made the presentation <br />for the ordinance. He said this transfer was necessary to purchase ammunition supplies to prepare. <br />for training purposes during the winter months and to purchase additional latent fingerprint kits. <br />Council Member Adams asked the price of the kits. Chief Terry indicated they were $29.50 a piece <br />and they wanted to purchase fifteen kits. Council Member Szymiowiak made a motion that this ordi- <br />nance be recommended to the Council favorably, seconded by Council Member Taylor. The motion car- <br />ried. <br />ORDINANCE AN ORDINANCE APPROVING THE FORM AND TERMS OF LEASE <br />AGREEMENT BETWEEN THE CITY OF SOUTH BEND, INDIANA, <br />THE SOUTH BEND CIVIC CENTER BOARD OF MANAGERS, AND <br />THE ART CENTER, INC., AN INDIANA NOT -FOR- PROFIT <br />CORPORATION, AND AUTHORIZING THE EXECUTION THEREOF <br />PERTAINING TO THE SOUTH BEND CIVIC CENTER. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Thomas Brunner, City Attorney, asked if there <br />had been a decision made in caucus to strike this matter. Council President Parent indicated that <br />the Council did not make decisions in caucus, but they had discussed this and they felt the Board <br />of Managers of the Civic Center had the power to negotiate this lease. <br />�e <br />
