REGULAR MEETING OCTOBER 25, 1976
<br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Taylor, Kopczynski,
<br />Adams, Dombrowski, Horvath and Parent.

<br />Council President Parent welcomed a Government class from Washington High School who were attendin�
<br />the Council meeting.
<br />Council Member Adams made a motion to resolve into the Committee of the Whole, seconded by Council
<br />Member Dombrowski. The motion carried.
<br />COMMITTEE OF THE WHOLE
<br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the
<br />Whole on Monday, October 25, 1976, at 7:04 p.m., with eight members present. Chairman Frank
<br />Horvath presiding.
<br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS
<br />AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE
<br />OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21,
<br />MUNICIPAL CODE) (1827 IRELAND ROAD).
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Council President Parent indicated that the peti-
<br />tioner wanted this tabled until a later date. He made a motion to table this ordinance until the
<br />petitioner requested a public hearing, seconded by Council Member Taylor. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
<br />BUREAU OF WATER OF THE CITY OF SOUTH BEND,
<br />INDIANA, AND THE CITY OF KALAMAZOO, MICHIGAN,
<br />FOR THE PURCHASE OF ONE -YEAR OLD METERS IN
<br />THE TOTAL AMOUNT OF $3,900.00.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mr. Rollin Farrand, Director of the Board of Publi
<br />Works, made the presentation for the ordinance. He indicated that there were one hundred ninety -
<br />five (195) one -year old meters that the City of Kalamazoo wished to sell to South Bend. He said
<br />they were all in good condition and we had the right to reject any not in good condition. He said
<br />they recommended this favorably because of the price. Council Member Taylor asked how the price
<br />per unit compared to new. Mr. Farrand said they were about $20 per unit, which is half of what
<br />the City pays for new meters. He indicated they were all equipped with the Read- O -Matic Device.
<br />Council Member Kopczynski made a motion that this ordinance be recommended favorably to the Counci
<br />seconded by Council Member Dombrowski. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $166,500.00 FROM THE
<br />LOCAL ROADS AND STREETS FUND AND $18,500.00 FROM
<br />THE CUMULATIVE CAPITAL IMPROVEMENT FUND TO PROJECT
<br />R &S 61, MICHIGAN -MAIN STREET CONNECTOR.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mayor Peter J. Nemeth made the presentation for
<br />the ordinance. He said the Administration seeks to develop a plan for improvement of the central
<br />business district, and there was concern by business north of Colfax Avenue on Michigan Street
<br />regarding the traffic flow. He said the City has presented alternate Michigan Street improvement
<br />plans to the Indiana State Highway Commission that included a revised signal system, signage and
<br />traffic islands. He said a final generalized design layout has been approved by the State. He
<br />indicated he had just learned that the total cost will be approximately $550,000, and this ordi-
<br />nance would appropriate only about one -third of that amount. He said he felt this was a con-
<br />siderable amount of money for what he believed will be an interim measure. He asked that a
<br />study of the entire program be made before this money is appropriated, and therefore, asked that
<br />this be continued until the next meeting. Council Member Kopczynski made a motion to table this
<br />matter until it was resolved, seconded by Council Member Dombrowski. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $40,000.00 FROM
<br />THE COMMUNITY DEVELOPMENT GRANT FUND, FOR
<br />VARIOUS PUBLIC PARKS PROGRAMS, TO BE ADMIN-
<br />ISTERED BY THE CITY OF SOUTH BEND THROUGH
<br />ITS DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mr. James Seitz, Superintendent of Parks, made the
<br />presentation for the ordinance. He indicated that this money would be used to build a shelterhous
<br />tot lot and incidental construction for the Southeast Park. He said that since the park will be
<br />heavily used and the Recreation Department will have a supervised program at the park next year,
<br />a shelterhouse and play area will be needed. He said the proposed shelter will contain restrooms,
<br />storage area for recreation and maintenance equipment, and a large roof overhang that can be used
<br />in case of inclement weather. Council Member Kopczynski spoke regarding vandalism and the steps
<br />being taken to make these shelterhouses as vandal -proof as possible. Mr. Seitz indicated that a
<br />lot of the shelterhouses are very vulnerable due to their location. He indicated that vandals
<br />have gone through steel doors, and even through the walls. Council Member Kopczynski asked if
<br />they had looked into an alarm system. Mr. Seitz indicated that in order for it to be effective
<br />it would have to be hooked into the police station and this is an expensive item. Council Member
<br />Kopczynski asked if there could be some other type of alarm system. He indicated that perhaps
<br />they could use a blinking light. He asked Mr. Seitz to 'look into the matter and report back to
<br />the Council. Council Member Dombrowski asked how much will be left to do in this park after this
<br />appropriation. Mr. Seitz indicated that this completed their plans. Council President Parent
<br />made a motion that this ordinance be recommended to the Council favorably, seconded by Council Me
<br />ber Taylor. The motion carried.
