<br />ORDINANCE NO. 6045 -76
<br />AN ORDINANCE APPROPRIATING $36,000 FROM THE
<br />FEDERAL ASSISTANCE GRANT, COMMONLY REFERRED
<br />TO AS GENERAL REVENUE SHARING FOR VARIOUS
<br />PUBLIC SAFETY PROGRAMS, TO BE ADMINISTERED
<br />BY THE CITY OF SOUTH BEND THROGUH THE BUREAU
<br />OF SUBSTANDARD BUILDINGS.
<br />This ordinance had second reading. Council Member Dombrowski made a motion to pass this ordinan
<br />seconded by Council Member Taylor. The ordinance passed by a roll call vote of nine ayes (Counc
<br />Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and Parent).
<br />ORDINANCE NO. 6046 -76 AN ORDINANCE APPROPRIATING $41,864.28 FROM
<br />THE CUMULATIVE SEWER BUILDING AND SINKING
<br />FUND TO THE GENERAL IMPROVEMENT FUND.
<br />This ordinance had second reading. Council Member Miller made a motion to amend this ordinance
<br />as amended in the Committee of the Whole, seconded by Council Member Dombrowski. Council Member
<br />Adams made a motion to pass the ordinance, as amended, seconded by Council Member Taylor. The
<br />ordinance passed by a roll call vote of nine ayes (Council Members Serge, Szymkowiak, Miller,
<br />Taylor, Kopczynski, Adams, Horvath and Parent).

<br />AN ORDINANCE APPROPRIATING $28,000.00 FROM
<br />THE CUMULATIVE CAPITAL IMPROVEMENT FUND FOR
<br />REPAIRS AND RENOVATION OF A PORTION OF THE
<br />RETAINING WALL ALONG THE ST. JOSEPH RIVER.
<br />TO BE ADMINISTERED BY THE DEPARTMENT OF PUBLIC
<br />WORKS OF THE CITY OF SOUTH BEND, INDIANA.
<br />This ordinance had second reading. Council Member Taylor made a motion to pass this ordinance,
<br />seconded by Council Member Miller. The ordinance passed by a roll call vote of nine ayes (Counc

<br />TO PROJECT R & S 89 -1976, COLFAX AVENUE BRIDGE.

<br />RESOLUTIONS
<br />RESOLUTION NO. 535 -76 A RESOLUTION OF THE COMMON COUNCIL OF SOUTH
<br />BEND APPROVING THE URBAN RENEWAL PLAN TOGETHER
<br />WITH THE PROPOSED AMENDMENTS THERETO AND PLAN
<br />CHANGES FOR LASALLE PARK PROJECT, INDIANA R -57.
<br />WHEREAS, under the provisions of Title I of the Housing Act of 1949, as amended, the Depart
<br />ment of Housing and Urban Development Administator is authorized to provide financial assistance
<br />to Local Public Agencies for undertaking and carryi.n_q out urban renewal projects; and
<br />WHEREAS, it is provided in such Act that contracts for financial aid thereunder require that
<br />the Urban Renewal Plan for the project area be approved by the governing body of the locality in
<br />which the project is situated and that such approval include findings by the governing body that:
<br />(1) the financial aid to be provided in the contract is necessary to enable the project to be
<br />undertaken in accordance with the Urban Renewal Plan; (2) the Urban Renewal Plan will afford
<br />maximum opportunity, consistent with the sound needs of the locality as a whole, for the rehabil-
<br />itation or redevelopment of the urban renewal area by private enterprise; (3) the Urban Renewal
<br />Plan conforms to a general plan for the development of the locality as a whole; and (4) the
<br />Urban Renewal Plan gives due consideration to the provision of adequate park and recreational
<br />areas and facilities, as may be desirable for neighborhood improvement, with special considera-
<br />tion for the health, safety and welfare of children residing in the general vicinity of the site
<br />covered by the Plan; and
<br />WHEREAS, the City of South Bend, Department of Redevelopment (herein called the "Local Publ:
<br />Agency "), has entered into a planning contract for financial assistance under such Act with the
<br />United States of America, acting by and through the Secretary of Housing and Urban Development,
<br />pursuant to which Federal funds were provided for the urban renewal project (herein called the
<br />"Project "), identified as "LaSalle Park Project, Indiana R -57" and encompassing the area bounded
<br />by a line drawn as follows:
<br />Beginning at the point of intersection of the north right -of -way line of Linden
<br />Avenue and a line which is an extension of the west right -of -way line of the alley
<br />between the parallel to Sheridan Avenue and Chicago Street; proceed east along the
<br />north right -of -way line of Linden Avenue to a point 129.0 feet, more or less, east
<br />of the east right -of -way line of Falcon Street; thence south along a line which is
<br />129.0 feet, more or less, east of and parallel to the east right -of -way line of
<br />Falcon Street, a distance of 388.3 feet, more or less; thence at 90 degrees in a
<br />westerly direction a distance of 129.0 feet, more or less, to the east right -of -way
<br />line of Falcon Street; thence south along said right -of -way line a distance of 485.7
<br />feet, more or less; thence at 90 degrees in an easterly direction a distance of 129.0
<br />feet, more or less, to thevest right -of -way line of the alley between and parallel
<br />to falcon Street and Lake Street; thence south along said alley right -of -way line a
<br />distance of 116.0 feet, more or less; thence at 90 degrees in an easterly direction
<br />a distance of 203.0 feet, more or less, to the east right -of -way line of Lake Street;
<br />thence south along said right -of -way line a distance of 50.0 feet, more or less;
<br />thence at 90 degrees in an easterly direction a distance of 793.0 feet, more or less
