1 VC 7C <br />SPECIAL MEETING AUGUST 30, 1976 <br />Be it remmebered that the Common Council of the City of South Bend met in the Council Chambers <br />of the County -City Building on Monday, August 30, 1976, at 4 :00 p.m., Council President Parent <br />presiding. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor, <br />Kopczynski, Adams, Dombrowski, Horvath and Parent <br />ABSENT: None <br />Council President Parent announced that since this was a special meeting, the Council would not <br />follow the Agenda as presented for this meeting. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded by Counc <br />Member Adams. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, August 30, 1976, at 4:12 p.m., with nine members present. <br />ORDINANCE AN ORDINANCE APPROPRIATING MONEYS FOR THE <br />PURPOSE OF DEFRAYING THE EXPENSES OF THE <br />SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT <br />OF THE.CITY OF SOUTH BEND, INDIANA, FOR THE <br />FISCAL YEAR BEGINNING, JANUARY 1, 1977, AND <br />ENDING DECEMBER 31, 1977, INCLUDING ALL OUT - <br />STANDING CLAIMS AND OBLIGATIONS, AND FIXING <br />A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mayor Peter J. Nemeth made the presentation for <br />the ordinance. He discussed the budget as well as the frozen tax rate. He said it was impossibl <br />to continue improving the City services and at the same time cut the tax rate, so it was up to <br />the Council to determine where the emphasis should be placed in the 1977 budget. <br />Council President Parent indicated he thought the procedure should be changed concerning the way <br />the budget is presented to the-Council. He said he thought the Council should review all budget <br />material submitted from the start. He indicated that in this way the Council would have com p let <br />"background and know the priorities of each department. He commended every one who worked on thy` <br />budget. Council President Parent then read a list of amendments to the ordinance, as follows: <br />02 Controller <br />03 City Clerk <br />Line Item <br />242 Legal Notices <br />252 Equipment Repair <br />213 Travel <br />252 Equipment Repair <br />370 Other Supplies <br />cut $500 to $4,500 <br />cut $200 to $1,000 <br />cut $200 to $500 <br />cut $100 to $350 <br />cut $200 to $1,200 <br />
