<br />ORDINANCE AN ORDINANCE APPROVING THE EXPENDITURE OF
<br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
<br />FOR VARIOUS DEVELOPMENT DEPARTMENT PRO-
<br />GRAMS
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mr. Wayne Brownell, Executive Director of Re-
<br />development, made the presentation for the ordinance. He said that in 1975 $450,000 was approved
<br />for future planning. He said these funds were assigned to Island Park and other public improve-
<br />ments and $200,000 was assigned to the Redevelopment Department. He said an ordinance was neces-
<br />sary to appropriate these funds. He said they needed $240,763 from Community Development Funds
<br />to apply on Project Notes. He said they have a balance of $56,662 with Community Development and
<br />this $200,000 would enable them to pay the $240,762 due from Redevelopment.
<br />Council Member Dombrowski made a motion that this ordinance be recommended to the Council favorab:

<br />ORDINANCE AN ORDINANCE APPROPRIATING $4,000 FROM THE
<br />COMMUNITY DEVELOPMENT FUND, FOR VARIOUS
<br />PLANNING ACTIVITIES, TO BE ADMINISTERED BY
<br />THE CITY OF SOUTH BEND THROUGH ITS URBAN
<br />OBSERVATORY PROGRAM.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mr. Todd Areson, Director of Urban Observatory,
<br />made the presentation for the ordinance. He said to meet obligations in the program participatinc
<br />institutions are required to put forth a minimum of $33,333 to match the $66,667 HUD is grafting
<br />this program. He said the City's share this year is $11,448. He said the $4,000 being appropriai
<br />tonight is budgeted for travel and publication expenses, and the remainder of the $11,448 will be
<br />usedto cover the salary and fringe benefits of his secretary. Council Member Serge made a motion
<br />that this ordinance be recommended to the Council favorably, seconded by Council Member Dombrowsk:
<br />Council Member Horvath asked what type of travel would be involved. Mr. Areson indicated it woulc
<br />be to Urban Observatory Conferences. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $12,470 FROM THE
<br />COMMUNITY DEVELOPMENT FUND, FOR URBAN PLANNING
<br />ASSISTANCE PROGRAMS, TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND MROUGH ITS DEPARTMENT OF
<br />HUMAN RESOURCES.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mr. Carl Ellison, Asst. Director of Human Resourc(
<br />indicated that this ordinance represented the local match of Federal Funds which is required.
<br />Mr. Gene Evans, Executive Secretary of the Civic Planning Association, indicated that a letter wa!
<br />not filed with the ordinance. He wanted to know if the $12,470 was a part of the Community De-
<br />velopment administrative cost. Mr. Ellison indicated that it was part of the administrative cost,
<br />and he discussed the required match to Federal Funds.
<br />Council President Parent indicated that a letter should be sent to all department heads; - remindi
<br />them to file a letter of explanation with each ordinance. Council Member Adams indicated that
<br />his did not represent new salaries, and this was for people already employed. Mr. Ellison in-
<br />dicated that this was correct. Council Member Parent made a motion that this ordinance be re-
<br />commended to the Council favorably, seconded by Council Member Szymkowiak. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $25,100 FROM
<br />THE URBAN PLANNING ASSISTANCE FUND, FOR
<br />VARIOUS HUMAN RESOURCES PROGRAMS, TO BE
<br />ADMINISTERED BY THE CITY OF SOUTH BEND
<br />THROUGH ITS DEPARTMENT OF HUMAN RESOURCES
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mr. Carl Ellison, Asst. Director of Human Re-
<br />sources, made the presentation for the ordinance. He said this was the 701 Planning Grant. He
<br />said they had hoped to receive a $30,000 grant from HUD, however, it was negotiated down to $25,
<br />100. He said they readjusted their figures to meet with HUD requirements. Mr. Gene Evans, Ex-
<br />exutive Secretary of Civic Planning Association, said he failed to understand what portion this
<br />ordinance would fund. Mr. Ellison said this would simply appropriate the 701 Grant.
<br />Council Member Szymkowiak made a motion that this ordinance be recommended favorably to the Counc.
<br />seconded by Council Member Adams. The motion carried.
<br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO.
<br />5991 -76 FIXING THE ANNUAL PAY OF
<br />POLICEMEN FOR THE CALENDAR YEAR 1977.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mr. Glenn Terry, Division Chief in the Police De-
<br />partment, made the presentation for the ordinance. He said this was for the purpose of clarifica-
<br />tion of Section 2 of the ordinance. He asked that this ordinance be amended in Section 2, by ad-
<br />ding the following after 1977 "excluding items covered in Section 3 of this ordinance.," Council
<br />Member Miller indicated he thought this ordinance was written incorrectly, and he made a motion
<br />that Section 2 of this ordinance should be Section 1, and include the paragraph amending Section
<br />2 of the previous ordinance, and add a new Section 2, to read "This ordinance shall be in full
<br />force and effect from and after its passage by the Common Council and approval by the Mayor."
<br />This motion was seconded by Council President Parent. Council Member Adams made a motion to
<br />recommend this ordinance to the Council favorably, as amended, seconded by Council Member Taylor.
<br />The motion carried.
