<br />ORDINANCE AN ORDINANCE FIXING THE ANNUAL PAY OF
<br />POLICEMEN FOR THE CALENDAR YEAR 1977.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Council Member Taylor made the presentation for
<br />the ordinance, as sub - committee chairman on public safety. He said he would like to express his
<br />appreciation to his fellow Councilmen, the Police Department and the wage negotiating team, and
<br />the administration. He then read the levels of salary increases, as well as the different sec-
<br />tions of the ordinance.
<br />Council Member Adams made a motion to change service years for corporals, in Section 1, to start
<br />at three to five years, since there are no corporals, under three years of service; to add a new
<br />paragraph under "officer in training" in Section 1, to read - An officer in training shall remain
<br />in that status until satisfactory completion of the mandatory law enforcement training program;
<br />Section 6, insert the word "complete" after (3) and change recommendations of to "promotion by
<br />the Board of Safety." This motion was seconded by Council Member Kopczynski. The motion carried,
<br />Council Member Adams said she would like to further amend this by changing this so that each polic
<br />officer would have at least a $200 increase, by changing Section 2 after the word rank to read -
<br />shall receive at least a $200 increase from his 1976 level, seconded by Council Member Parent.
<br />Council Member Serge asked how many men this would include, and it was indicated it was a small
<br />number of men who would no longer be receiving incentive pay. There was feeling expressed on the
<br />Council that perhaps this should be $550 instead of $200. Council Member Miller indicated he was
<br />in favor or upgrading the department so he would recommend the Council go with $550. Council Mem-
<br />ber Taylor said that one of the reasons for the negotiations was to knock out all of the differeni
<br />pay categories in the department and simplify the pay program. He said it would be his recom-
<br />mendation this amendment be defeated. Council Member Adams indicated that many of the men will
<br />receive a minimum increase and they have been compensated with the educational incentive, and
<br />these men have received good wages for educational incentive in the past so she did not think they
<br />should be the fall guy. She said at this time she would recommend we pay the $200 increase, or
<br />that we refer this to next week and get some facts and figures on the implications. Council Pre-
<br />sident Parent indicated he would go along with the $200 because it would not cost more than what
<br />the City could afford. Mayor Nemeth indicated that in effect they were eliminating the incentive
<br />because of the merit system. He indicated he supported Councilman Taylor's stand and position on
<br />this. The motion was defeated by a roll call vote of four ayes (Council Members Serge, Szymkowia}
<br />Adams and Parent) and five nays (Council Members Miller, Taylor, Kopczynski, Dombrowski and Horvai
<br />Mr. George Herendeen, attorney for the FOP, said they would like to acknowledge the unusual coop-
<br />eration they were able to achieve this year. He said that for the purpose of designation they
<br />would like service years indicated from zero to one for officer in training, one to two for patrol
<br />man, and two to three for patrolman first class. He said when they came -to the Council to make a
<br />presentation they left in friendly territory and what we tried to accomplish was greater than
<br />in past years. Council Member Miller made a motion to amend Section 1, by putting service years
<br />above patrolman first class and make it two years and above, and one to two for patrolman, and
<br />zero to one for officer in training, Council Member Adams seconded the motion. The motion carries
<br />Mr. Gene Evans, Executive Secretary of the Civic Planning Association, said he would call the
<br />Council's attention to the paragraph in their letter regarding salary increases being limited to
<br />$1,500 maximum and there are three positions in this ordinance which are proposed at more than
<br />$1,500. He said they would respectfully request consideration of their recommendation.
<br />Mr. Maurice Cohen asked about the 3% the police contribute, since he wanted to know where it goes.
<br />He was told it stayed in the City.
<br />Mrs. Jane Swan, 2022 Swygart, indicated that by their silence they gave their consent. She said
<br />she thought the Council had worked harder than ever this year. Council Member Adams, in reply
<br />to Mr. Evans, indicated that although many salaries are over $1,500 level the average is $500
<br />a person for the police department. She said that she would like to postpone passage until next
<br />week. The motion lost as there was no second. Council Member Horvath said the wage committee
<br />agreed to this package and the Council should not cut or increase. Council Member Miller made a
<br />motion this ordinance go to Council favorably, as amended, seconded by Council Member Taylor. ThE
<br />motion carried.
<br />ORDINANCE AN ORDINANCE FIXING THE ANNUAL PAY OF
<br />FIRE FIGHTERS FOR THE CALENDAR YEAR 1977.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Council Member Taylor made the presentation for
<br />the ordinance. He read the ordinance. He said the wage committee of the Fire Department has
<br />asked for an amendment. He made a motion to change the maximum received by paramedics to $800,
<br />and to change the third paragraph in Section 2 to read - For regularly assigned drivers of fire
<br />trucks andother heavy equipment, the tillermen, and personnel assigned to drive ambulances on
<br />regular or rotation basis, $250.00 per year. This motion was seconded by Council Member Serge,:

<br />Mr. Larry Ambler, general counsel for the Firefighters Union 362, thanked the Council on behalf
<br />of the wage committee.
<br />Mr. Larry Dygulski, paramedic on the Fire Department spoke regarding the proposed ordinance. He
<br />briefly discussed the paramedic program and the education needed. Mr. Dale Wedel - Chairman of
<br />the Wage Committee for the Fire Fighters, thanked the Council. He said he would like the Council
<br />to explain the increases for the upper echelon of the department. Council Member Adams said they
<br />had asked for $500 across the board, and you are always telling us you are on a level with police-
<br />men, so your upper echelon should be on a level with the police. Mr. Wede,l asked if in the futul
<br />they could put the dates of holidays in the ordinance, and was told they could.
<br />Mr. Gene Evans, Executive Secretary of the Civic Planning Association, indicated since the Fire
<br />Department did not negotiate their upper echelon he wondered if the Police Department did. He
<br />was told that the proposal given to the Council by the Police Department included all ranks, and
<br />the Fire Department's was captain and below.
