REGULAR MEETING MARCH 22, 1976 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />Mr. Michael Carrington made the presentation for the ordinance. He explained the amendments to <br />the ordinance. He said the Merit Study Commission was comprised of nine people, three designa- <br />ted by the Council, three by the Mayor and three elected by the police. He said the Merit <br />Board is comprised of five people, the Mayor makes two appointments, the Council one, and the <br />police two, and those individuals cannot be active on the Police Department. He said the chang <br />made in this ordinance were for the most part practical changes to implement the system. He <br />thanked the commission for their efforts under what he thought was rather difficult conditions. <br />He introduced Dick Albright who was elected president of the Merit Board. <br />Mrs. Jane Swan, 2022 Swygart, congratulated the Commission. She said this has been needed for <br />a long time, and was sure it would work out well. She asked Mr. Carrington if the grades would <br />be posted. Mr. Carrington said that once the testing is complete he thought they would be post <br />Mr. Carrington introduced Dr. Lillian Stanton who had been elected vice president of the Board, <br />and thanked her for the fantastic job she did in keeping records for the commission. Father <br />Lallak, member of the Board, was introduced. <br />Council President Parent thanked the members of the study commission. He said there was still <br />a lot of work remaining to be done. <br />Council Member Adams said she would like to commend the Legal Department for presenting this <br />ordinance in a new format. She said she hoped they would continue drafting them in this way. <br />Council Member Taylor made a motion the ordinance be recommended favorably to the Council, as <br />amended, seconded by Council Member Serge. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council Member Taylo <br />made a motion to rise and report to the Council, seconded by Council Member Miller. The motion <br />carried. <br />ATTEST: ATTEST: <br />'4') h'�� __ <br />City Clerk Chairman <br />REGULAR MEETING - RECONVENED <br />Be it remembered that the regular meeting of the Common Council of the City of South Bend re- <br />convened in the Council Chambers at 8:00 p.m., Council President Parent presiding, and nine <br />members present. <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would <br />respectfully report that it has inspected the minutes of the March 8, 1976 <br />meeting of the Council and found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />s/ Roger O. Parent <br />Council Member Taylor made a motion that the report be accepted as read, placed on file and <br />the minutes be approved, seconded by Council Member Horvath. The motion carried. <br />REPORT FROM THE COMMITTEE OF THE WHOLE <br />Council Member Taylor made a motion to waive the reading of the report of the Committee of the <br />Whole, seconded by Council Member Dombrowski. The motion carried by a roll call vote of nine <br />ayes (Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath <br />and Parent). <br />REPORT FROM AREA PLAN <br />Council Member Taylor made a motion to set applicable ordinances for public hearing on April 12 <br />1976, seconded by Council Member Dombrowski. The motion carried. <br />ORDINANCES, SECOND READING <br />ORDINANCE NO. 5960 -76 AN ORDINANCE TO APPROPRIATE $112,500.00 <br />FROM THE LOCAL ROAD AND STREET FUND AND <br />$12,500.00 FROM LINE ITEM 260.0 OF THE <br />CUMULATIVE CAPITAL IMPROVEMENT FUND TO <br />PROJECT R &S 48, PHASE III, IRONWOOD ROAD <br />FROM APPROXIMATELY 500' SOUTH OF INWOOD <br />ROAD NORTH TO NORTH OF RIDGEDALE ROAD. <br />This ordinance had second reading. Council Member Serge made a motion to pass the ordinance, <br />seconded by Council Member Szymkowiak. The ordinance passed by a roll call vote of eight ayes <br />(Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Horvath and Parent) and <br />one nay (Council Member Dombrowski). <br />Es <br />
