REGULAR MEETING MARCH 22, 1976 COMMITTEE OF THE WHOLE MEETING (CONTINUED) Mr. Michael Carrington made the presentation for the ordinance. He explained the amendments to the ordinance. He said the Merit Study Commission was comprised of nine people, three designa- ted by the Council, three by the Mayor and three elected by the police. He said the Merit Board is comprised of five people, the Mayor makes two appointments, the Council one, and the police two, and those individuals cannot be active on the Police Department. He said the chang made in this ordinance were for the most part practical changes to implement the system. He thanked the commission for their efforts under what he thought was rather difficult conditions. He introduced Dick Albright who was elected president of the Merit Board. Mrs. Jane Swan, 2022 Swygart, congratulated the Commission. She said this has been needed for a long time, and was sure it would work out well. She asked Mr. Carrington if the grades would be posted. Mr. Carrington said that once the testing is complete he thought they would be post Mr. Carrington introduced Dr. Lillian Stanton who had been elected vice president of the Board, and thanked her for the fantastic job she did in keeping records for the commission. Father Lallak, member of the Board, was introduced. Council President Parent thanked the members of the study commission. He said there was still a lot of work remaining to be done. Council Member Adams said she would like to commend the Legal Department for presenting this ordinance in a new format. She said she hoped they would continue drafting them in this way. Council Member Taylor made a motion the ordinance be recommended favorably to the Council, as amended, seconded by Council Member Serge. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Taylo made a motion to rise and report to the Council, seconded by Council Member Miller. The motion carried. REPORT FROM THE SUB - COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your sub - committee on the inspection and supervision of the minutes would respectfully report that it has inspected the minutes of the March 8, 1976 meeting of the Council and found them correct. The sub - committee, therefore, recommends that the same be approved. s/ Roger O. Parent Council Member Taylor made a motion that the report be accepted as read, placed on file and the minutes be approved, seconded by Council Member Horvath. The motion carried. REPORT FROM THE COMMITTEE OF THE WHOLE Council Member Taylor made a motion to waive the reading of the report of the Committee of the Whole, seconded by Council Member Dombrowski. The motion carried by a roll call vote of nine ayes (Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and Parent). REPORT FROM AREA PLAN Council Member Taylor made a motion to set applicable ordinances for public hearing on April 12 1976, seconded by Council Member Dombrowski. The motion carried. ORDINANCES, SECOND READING ORDINANCE NO. 5960 -76 AN ORDINANCE TO APPROPRIATE $112,500.00 FROM THE LOCAL ROAD AND STREET FUND AND $12,500.00 FROM LINE ITEM 260.0 OF THE CUMULATIVE CAPITAL IMPROVEMENT FUND TO PROJECT R &S 48, PHASE III, IRONWOOD ROAD FROM APPROXIMATELY 500' SOUTH OF INWOOD ROAD NORTH TO NORTH OF RIDGEDALE ROAD. This ordinance had second reading. Council Member Serge made a motion to pass the ordinance, seconded by Council Member Szymkowiak. The ordinance passed by a roll call vote of eight ayes (Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Horvath and Parent) and one nay (Council Member Dombrowski). Es
