REGULAR MEETING MARCH 22, 1976
<br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers
<br />of the County -City Building on Monday, March 22, 1976, at 7:00 p.m., Council President Roger
<br />0. Parent presiding. The meeting was called to order and the Pledge to the Flag was given.
<br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor,
<br />Kopczynski, Adams, Dombrowski, Horvath and Parent
<br />ABSENT: None
<br />Mr. Robert Swanson was sworn in to the Human Rights Commission by City Clerk Irene Gammon.
<br />Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded by
<br />Council Member Serge. The motion carried.
<br />COMMITTEE OF THE WHOLE MEETING
<br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the
<br />Whole on Monday, March 22, 1976, at 7:05 p.m., with nine members present. Chairman Frank Horva
<br />presided
<br />ORDINANCE AN ORDINANCE TO APPROPRIATE $112,500.00
<br />FROM THE LOCAL ROAD AND STREET FUND AND
<br />- $12,500.00 FROM LINE ITEM 260.0 OF THE
<br />CUMULATIVE CAPITAL IMPROVEMENT FUND TO
<br />PROJECT R &S 48, PHASE III, IRONWOOD ROAD
<br />FROM APPROXIMATELY 500' SOUTH ON INWOOD
<br />ROAD NORTH TO NORTH OF RIDGEDALE ROAD.
<br />This being the time heretofore set for public hearing on the above ordinance,.proponents and
<br />opponents were given an opportunity to be heard. Mr. Rollin Farrand, Director of the Depart-
<br />ment of Public Works, made the presentation for the ordinance. He said this appropriation was
<br />to provide money for the purchase of right -of -way. He said traffic had increased to the point
<br />where the city needed to give attention to provisions to handle the traffic. He said this pro-
<br />ject includes storm water retention near the intersection of Ironwood and Ridgedale Roads.
<br />Mrs. Irene Magyar, 2517 S. Ironwood, said she felt the people that lived on Ironwood were a
<br />better judge of the traffic, and she did not think there was any problem getting in and out of
<br />their driveways. She said the shopping center serves mostly the people in the south part of
<br />town, and when the second shopping center is built in Mishawaka there will be a decrease in
<br />traffic on Ironwood. She said she felt the $125,000 spent acquiring property is a waste of
<br />taxpayers money.
<br />Mr. Ray Magyar, 18706 Douglas, asked if the city had made any provisions for handling the >pro -
<br />blem of the grade crossing on Ironwood, near Lincolnway. Mr. Farrand, indicated, the grade
<br />separation was a county responsibility. He said the county had appropriated money for a study
<br />of the grade separation.at this location. He said, however, that the state will not make any
<br />commitments until the city widens Ironwood. Council Member Kopczynski questioned Mr. Farrand
<br />in regard to the grade separation on Ironwood, as well as the grade separation on Sample.
<br />Council Member Dombrowski asked if the $125,000 could be used for Sample instead of Ironwood.
<br />Mr. Farrand indicated that the Sample Street project was moving as fast as possible, and said
<br />they had all the money they need for Sample Street. Council Member Dombrowski said he would
<br />like this to go to Council unfavorably, there was no second.
<br />Council Member Taylor said it was'his understanding that this project was going to be built in
<br />phases, and this particular phase will go to just past Ridgedale. He said there was need for
<br />improvement on Ironwood. He said they were not doing any construction, and this project was
<br />not to appropriate funds for construction. Council Member Taylor made a motion that the ordi-
<br />nance be recommended favorably to the Council, seconded by Council Member Serge.
<br />Council President Parent said that since the subject of Sample Street had come up, he thought
<br />Mr. Farrand should prepare in letter form the steps county and city officials should take to get
<br />this project completed. Mr. Farrand indicated that MACOG was handling some phases of this pro-
<br />ject, and that $1,400,000 had been appropriated for the overpass.
<br />This motion carried, with Council Member Dombrowski opposing.
