<br />AN ORDINANCE AMENDING AND SUPPLEMENTING
<br />CHAPTER 40 OF THE MUNICIPAL CODE OF SOUTH
<br />BEND, INDIANA (Linden and Chippewa).
<br />This ordinance had first reading. Councilman Taylor made a motion to set the
<br />ordinance for public hearing and second reading on March 8, 1976, seconded by
<br />Councilman Dombrowski. The motion carried.
<br />ORDINANCE AN ORDINANCE AMENDING CHAPTER 16, ARTICLE
<br />2 OF THE MUNICIPAL CODE OF THE CITY OF
<br />SOUTH BEND, INDIANA PERTAINING TO THE RULES
<br />AND REGULATIONS OF THE BOARD OF PUBLIC WORKS
<br />AND THE ADDITION OF AUTHORIZING THE TAKING OF
<br />COMPETITIVE BIDS FOR INSURANCE COVERAGE OF
<br />THE CITY.
<br />This ordinance had first reading. Councilman Taylor made a motion to refer this
<br />ordinance to the Administration and Finance Committee, and set it for public hearing
<br />and second reading on March 8, 1976, seconded reading on March 8, 1976, seconded by
<br />Councilman Horvath. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $32,500.00 FROM
<br />THE FEDERAL ASSISTANCE GRANT COMMONLY RE-
<br />FERRED TO AS GENERAL REVENUE SHARING, FOR
<br />VARIOUS FIRE EQUIPMENT, TO BE ADMINISTERED
<br />BY THE CITY OF SOUTH BEND THROUGH ITS BUREAU
<br />OF FIRE SAFETY.
<br />This ordinance had first reading. Councilman Taylor made a motion to set the
<br />ordinance for public hearing and second reading on March 8, 1976, seconded by
<br />Councilman Dombrowski. The motion carried.
<br />Mrs. Mary Hesiben, Captain of the School Crossing Guards, said they were having a
<br />problem with salary. She said they wanted to present this to the Council in the
<br />hope that in the near future a decision could be made on this. Council President
<br />Parent said that the Council was aware of the problem and it had been referred to
<br />committee. Councilman Adams said that the Administration and Finance Committee was
<br />having a meeting Friday with the ladies, and we will have a resolution for you at
<br />the next caucus.
<br />Mr. Rollin Farrand, Director of the Department of Public Works, said that in regard
<br />to the Orange - Colfax Project, the State Highway Commission will be advertising the
<br />opportunity for a public hearing on the project. He said neighborhood groups in the
<br />area have been kept abreast of the project, and he was hopeful that people who are
<br />interested would contract his office so it can be explained to them. He said by
<br />working with the neighborhood people and the Council the project could be handled
<br />more efficiently.
<br />Mr. Ben Johnson, 522 E. Haney, spoke in regard to the Southeast Side. He said that
<br />Saturday he and Mr. Gilkey toured the Southeast Side, and they had received a good
<br />response from Mr. Gilkey, but they had not gotten any particular response from the
<br />councilmen who represent that side of town. He said three councilmen represented
<br />them, and there is trash, abandoned houses, and houses that should be torn down, but
<br />none of the Council wanted to tour the area. He said the Council appropriated
<br />$400,000 for rehab work and it wasn't going as well as they think it is.
<br />Councilman Miller said he would have to take on that political charge since he re-
<br />presents the area. He aid that Mr. Johnson has pointed out the Council's response,;
<br />they did appropriate $400,000, and that since he was on the advisory committee that
<br />supervises the money, and in fact if there are problems he was glad Mr. Johnson was
<br />aware of them and hoped he would do something about them. He said he would like
<br />to see these problems in writing to the Council so they could proceed further. He
<br />said he thought Mr. Johnson could be working counter to his purpose by saying the
<br />funding is not working. Mr. Johnson said he would have to take issue by saying it
<br />is political, and it seemed to him that the Council would like to see what he was
<br />talking about. Councilman Miller said he would like for Mr. Johnson to prove that
<br />charge, how did he know that he had not been in the area.
<br />Councilman Kopczynski said that he was sure Mr. Johnson did not know the facts be-
<br />cause three and one - half years ago the Council went out there and looked this over,
<br />and a lot of money and effort was spent to clean up the area. He said in other parts
<br />of the city the citizens take care of their property, they do not throw trash on the'
<br />streets and alleys. He said the Southeast Side should be educated. He said there
<br />was a city trash ordinance that was not being complied with, and if this area star-
<br />ted abiding by the law it will clean: itself up. He said we cannot put 95% of the
<br />money and effort into an area that represents 2% of the city. He said it was the
<br />citizen's responsibility to keep their property clean, not the city's. He said he
<br />knew the area very well and last year he had voted against the funding of the pro-
<br />gram because of the contractor's poor work. He said it was a waste of money.
<br />Councilman Taylor said he had to agree e,ith Councilmen Miller & Kopczynski. He said`
<br />his district included a little bit of this neighborhood. He said as far as he was
<br />concerned this Council and the previous Council has always taken a real interest in
<br />the Southeast Side. He said the first appropriation to get the rehab started was with
<br />General Revenue Sharing funds, and to his knowledge we were probably the first major
