<br />the $14,600 figure. Mr. Simpson indicated that the Pinhook Pageant was going to cost a great deal
<br />of money. Mr. Holobyn wondered about some kind of a ceiling on fireworks, and Mr. Simpson indi-
<br />cated that he would like to see a maximum of about $7,000. Mrs. Jane Swan, 2022 South Swygart
<br />Avenue, indicated that she supported the ordinance wholeheartedly and urged passage by the
<br />Council. Mrs. Tillie Arch, 823 Sherrill Street, supported the Ethnic Festival because of the
<br />communication with the many groups of people. Council President Parent indicated that the
<br />Bicentennial Committee had brought considerable amounts of money into the community with its
<br />various activities and events. He commended the committee for its work. He indicated that the
<br />amount requested was only a small part of the entire budget, most of which was raised from program
<br />revenues.
<br />Councilman Kopczynski made a motion that the ordinance be recommended favorably to the Common
<br />Council, seconded by Councilman Taylor. The motion carried.

<br />reconvened in the Council Chambers at 8:15 p.m., Council President Parent presiding and nine

<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />Your sub - committee on the inspection and supervision of the minutes would
<br />respectfully report that it has inspected the minutes of the October 20, 1975,
<br />regular meeting of the Council and found them correct.
<br />The sub - committee, therefore, recommends that the same be approved.

<br />Councilman Taylor made a motion that the report be accepted as read, placed on file and the
<br />minutes approved, seconded by Councilman Kopczynski. The motion carried.

<br />Councilman Kopczynski made a motion to waive the reading of the report of the Committee of the
<br />Whole, seconded by Councilman Taylor. The motion carried by a roll call vote of nine ayes
<br />(Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn and Parent).

<br />In Re: A proposed ordinance initiated by Roger Parent and Joseph Serge to
<br />zone from "C" Commercial, "E" Height and Area, to "B" Residential,
<br />"A" Height and Area, property located in the 600 - 700 blocks of
<br />Portage Avenue, City of South Bend
<br />Gentlemen:
<br />The attached rezoning petition of Roger Parent and Joseph Serge was legally
<br />advertised October 11, 1975, and October 18, 1975. The Area Plan Commission gave it
<br />a public hearing on October 21, 1975, at which time the following action was taken:
<br />"upon a motion by Ted Sharp, being seconded by Kenneth Woods
<br />and carried with 7 votes for and 5 against; the petition of
<br />Roger Parent and Joseph Serge to zone from "C" Commercial,
<br />"E" Height and Area, to "B" Residential, "A" Height and Area,
<br />property located in the 600 - 700 blocks of Portage Avenue,
<br />City of South Bend, is returned to the Common Council with a
<br />favorable recommendation, by the Area Plan Commission."
<br />The deliberations of the Area Plan Commission and points considered in arriving
<br />at the above decision are shown in the minutes of the public hearing and will be for-
<br />warded to you at a later date to be made a part of this report. Attached for your
<br />consideration in the review of this matter is the Area Plan Commission Staff Report.
