<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED)
<br />ORDINANCE AN ORDINANCE APPROVING THE FORM AND TERMS
<br />OF LEASE AND TRUST INDENTURE AND INDUSTRIAL
<br />DEVELOPMENT REVENUE BONDS, AND AUTHORIZING
<br />THE EXECUTION THEREOF, PERTAINING TO HAMILTON
<br />MANUFACTURING AND WAREHOUSE, INC.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. Kevin Butler, 1221 St. Joseph Bank Building,
<br />made the presentation for the ordinance. He indicated that he was representing Hamilton
<br />Manufacturing in the proposed bond issue. He introduced Mr. John Hoffman, President of the
<br />corporation. He explained that the bond would be for the issuance of $750,000. The firm was
<br />operating on Harrison Road, and the new plant would consist of 37,000 square feet and an additiona
<br />10,000 square feet would be made. The property was zoned for the endeavor and the employment
<br />would be increased from 16 to 25 persons. The annual payroll would be increased from $195,000 to
<br />$300,000.
<br />Councilman Serge made a motion that the ordinance be recommended favorably to the Common Council,
<br />seconded by Councilman Szymkowiak. Councilman Horvath asked where the new location would be, and
<br />Mr. Butler indicated that the firm would remain on Harrison Road. The motion carried.
<br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68,
<br />AS AMENDED, COMMONLY KNOWN AS THE ZONING
<br />ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA
<br />(CHAPTER 21, MUNICIPAL CODE) - southeast
<br />corner of Thomas and Walnut Streets.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. Richard Kennedy, petitioner in the rezoning,
<br />made the presentation for the ordinance. The petition sought to rezone the property located at
<br />the southeast corner of Thomas and Walnut Streets from "A" Residential to "C" Commercial. He
<br />stated that he wished to use the old No. 4 fire station as a commercial use for his electrical
<br />contracting business.
<br />Councilman Kopczynski made a motion that the ordinance be recommended favorably to the Common
<br />Council, seconded by Councilman Nemeth. Council President Parent wondered if the use would
<br />generate additional traffic, and Mr. Kennedy indicated that the only additional traffic would be
<br />his truck going to and from the establishment each day. Councilman Newburn wondered if Mr.
<br />Kennedy was aware of the inadequate sewer line in the area, and Mr. Kennedy indicated that he was
<br />not. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $35,000.00 FROM
<br />THE FEDERAL ASSISTANCE GRANT COMMONLY
<br />REFERRED TO AS GENERAL REVENUE SHARING,
<br />FOR VARIOUS PARK DEPARTMENT PROGRAMS, TO
<br />BE ADMINISTERED BY THE CITY OF SOUTH BEND
<br />THROUGH ITS DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. James Seitz, Director of the Department of
<br />Public Parks, made the presentation for the ordinance. He explained that the funds would be used
<br />for the purchase of a new front end loader. He stated that the present piece of equipment was
<br />purchased in 1969 and was used almost daily for the last six years. He felt the machine would
<br />require major costly repairs in the near future and a new loader should be purchased. Mr. Gene
<br />Evans, Executive Secretary of the Civic Planning Association, wondered if the present front end
<br />loader would be used as a trade -in, and Mr. Seitz indicated that bids would be taken both ways.
<br />If it proved to be of no value as a trade -in, the department would keep the equipment and possibly'
<br />use it occasionally until any major breakdown occurred. Councilman Szymkowiak felt the purchase
<br />should be made.
<br />Councilman Szymkowiak made a motion that the ordinance be recommended favorably to the Common
<br />Council, seconded by Council President Parent. Councilman Kopczynski wondered about the value of
<br />the loader in its present condition. Mr. Seitz indicated that possibly $3,000 or $4,000 would be
<br />realized on a trade -in. Councilman Kopczynski wondered about actual cash value of the loader, and
<br />Mr. Seitz indicated that he felt it was only worth $2,000. Councilman Kopczynski wondered about
<br />the cost of repairs for the equipment, and Mr. Seitz indicated that he was hopeful there would be
<br />no major breakdown. The motion carried.
