REGULAR MEETING SEPTEMBER 22 1975 <br />REGULAR MEETING - RECONVENED (CONTINUED) <br />ORDINANCE NO. 5892 -75 AN ORDINANCE TRANSFERRING THE SUM OF <br />$5,000.00 BETWEEN VARIOUS ACCOUNTS IN <br />THE BUREAU OF VEHICLE MAINTENANCE, ALL <br />ACCOUNTS BEING WITHIN THE GENERAL FUND, <br />CITY OF SOUTH BEND, INDIANA. <br />This ordinance had second reading. Councilman Serge made a motion to pass the ordinance, seconded <br />by Councilman Newburn. The ordinance passed by a roll call vote of eight ayes (Councilmen Serge, <br />Szymkowiak, Miller, Taylor, Horvath, Nemeth, Newburn and Parent) with Councilman Kopczynski absent <br />ORDINANCE NO. 5893 -75 AN ORDINANCE TRANSFERRING THE SUM OF <br />$9,550.00 BETWEEN VARIOUS ACCOUNTS IN <br />THE CUMULATIVE CAPITAL IMPROVEMENT FUND <br />OF THE CITY OF SOUTH BEND, INDIANA. <br />This ordinance had second reading. Councilman Newburn made a motion to pass the ordinance, <br />seconded by Councilman Szymkowiak. The ordinance passed by a roll call vote of eight ayes <br />(Councilmen Serge, Szymkowiak, Miller, Taylor, Horvath, Nemeth, Newburn and Parent) with Counci <br />Kopczynski absent. <br />RESOLUTIONS <br />RESOLUTION NO. 495 -75 A RESOLUTION FOR TRANSFER OF FUNDS IN <br />THE GENERAL PARK FUND $4,100.00. ALL <br />TRANSFERS ARE BEING MADE IN THE SAME <br />BUDGET CLASSIFICATIONS WITHIN THE GENERAL <br />PARK FUND. <br />WHEREAS, certain extraordinary conditions have developed since the adoption of <br />the existing annual budget so that it is now necessary to transfer money from one <br />account to another in the same category in the annual budget for various functions <br />of the Department of Public Parks to meet such extraordinary emergencies; and <br />WHEREAS, it has been ascertained that a certain account in the Park General <br />Fund has more money than is needed at this time. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: <br />Section I. That the following accounts be reduced in the amount set opposite <br />said account, to -wit: <br />Acct. No. Classification Item <br />Amount <br />312.0 Supplies Fuel Oil $4,100.00 <br />Section II. That the following account be increased in the amount set opposite <br />said account, to -wit: <br />Acct. No. Classification Item Amount <br />321.0 Supplies Gasoline $4,100.00 <br />That the transfer of funds as set forth in Sections I and II are required for <br />proper and efficient operation and function of the Department of Public. Parks of South <br />Bend and an extraordinary emergency is declared to exist concerning the foregoing <br />transfer. <br />This resolution shall be in full force and effect from and after its passage by <br />the Common Council of the City of South Bend. <br />s/ Roger O. Parent <br />Member of the Common Council <br />A public hearing was held at this time on the resolution. Mr. Robert Niezgodski, Assistant <br />Superintendent of Business, explained that the funds would be used in the gasoline supply account <br />because a shortage had occurred as a result of higher prices charged by the suppliers and the <br />heavier schedule of grass mowing caused by the more than usual amounts of precipitation. He <br />indicated that the amount was available from the fuel oil account because of last year's mild wing <br />and the reducing of the thermostats to 68 degrees. <br />Councilman Serge made a motion that the resolution be adopted, seconded by Councilman Szymkowiak -.' <br />The resolution was adopted by a roll call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller <br />Taylor, Horvath, Nemeth, Newburn and Parent) with Councilman Kopczynski absent. <br />ORDINANCES, FIRST READING <br />ORDINANCE AN ORDINANCE APPROVING THE FORM AND TERMS <br />OF LEASE AND TRUST INDENTURE AND INDUSTRIAL <br />DEVELOPMENT REVENUE BONDS, AND AUTHORIZING <br />THE EXECUTION THEREOF PERTAINING TO NORMAN <br />F. ERNSBERGER - LAVERN D. JESSUP, A GENERAL <br />PARTNERSHIP. <br />This ordinance had first reading. Councilman Horvath made a motion to set the ordinance for publi <br />hearing and second reading on October 6, 1975, seconded by Councilman Taylor.
