<br />Managers was required under state statutes and would be comprised of nine members, five of which
<br />would be appointed by the Mayor with the remaining four members being appointed by the Common
<br />Council. Mrs. Marian Waggoner, 52876 Timberland Drive, expressed hope that some qualified women
<br />'would be considered for appointment to the Board of Managers. She recommended that this be
<br />accomplished.
<br />Councilman Miller made a motion that the ordinance be recommended favorably to the Common Council,
<br />seconded by Councilman Taylor. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $5,200.00 FROM
<br />THE FEDERAL ASSISTANCE GRANT COMMONLY
<br />REFERRED TO AS GENERAL REVENUE SHARING,
<br />FOR VARIOUS PARK DEPARTMENT PROGRAMS, TO
<br />BE ADMINISTERED BY THE CITY OF SOUTH BEND
<br />THROUGH ITS DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. Ray Nemeth, Assistant Superintendent of Park!
<br />made the presentation for the ordinance. He indicated that the funds would be used for the purcha!
<br />of playground equipment. Councilman Horvath wondered where the equipment would be installed, and
<br />Mr. Nemeth indicated that improvements in the equipment would be made at Pulaski Park, Booth
<br />Tarkington and Edison Park. Council President Parent talked about the renovation of equipment of
<br />many of the existing parks versus the purchasing of additional park land.
<br />Councilman Szymkowiak made a motion that the ordinance be recommended favorably to the Common
<br />Council, seconded by Councilman Serge. The motion carried.

<br />opponents were given an opportunity to be heard. Mr. Robert Niezgodski, Assistant Superintendent
<br />of Business, made the presentation for the ordinance. He referred to Mr. Seitz's letter of
<br />September 3rd and stated that the boiler at the LaSalle Recreation Center was in need of replace-
<br />ment in view of the fact that repair would be so expensive. He stated that it had been originally
<br />thought the replacement would cost approximately $8,000, but it had been learned that the equipmeni
<br />could be purchased for $6,000. He asked that the Council amend the ordinance accordingly.
<br />Councilman Nemeth made a motion to amend the ordinance by reducing the amount of $8,000, wherever
<br />mentioned, to $6,000, seconded by Councilman Taylor. The motion carried. Mr. Niezgodski indicate(
<br />that a mechanic from Illinois had determined that there had been a malfunctioning thermostat
<br />causing the problem. Councilman Taylor asked if the Park Department would be bidding for the
<br />equipment, and Mr. Niezgodski indicated that it would. Councilman Horvath wondered about a
<br />warranty on the boiler. He stated that it was only eight years old. Mr. Niezgodski indicated
<br />that the warranty had covered only a one -year period. Mr. Ray Nemeth, Assistant Superintendent of
<br />Parks, stated that there was only a one -year warranty on most boiler parts. Councilman Miller
<br />wondered about the junk value of the old boiler and the possibility of trade in. Mr. Niezgodski
<br />indicated that the boiler would be salvaged.
<br />Councilman Serge made a motion that the ordinance be recommended favorably to the Common Council,
<br />as amended, seconded by Councilman Szymkowiak. The motion carried.
<br />ORDINANCE AN ORDINANCE TRANSFERRING THE SUM OF
<br />$85,000.00 BETWEEN VARIOUS ACCOUNTS IN THE
<br />BUREAU OF STREETS, ALL ACCOUNTS BEING
<br />WITHIN MOTOR VEHICLE HIGHWAY FUND, CITY
<br />OF SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. John Baumgartner, Manager of the Bureau of
<br />Streets, made the presentation for the ordinance. He stated that, because of the increase in
<br />asphalt materials and slurry materials, including aggregates, additional funds were needed in
<br />order to complete the street program. He indicated that these cost increases were not known at
<br />the time the 1975 budget was prepared. He stated that there was a 33% increase in slurry material:
<br />since last year.
<br />Councilman Szymkowiak made a motion that the ordinance be recommended favorably to the Common
<br />Council, seconded by Council President Parent. The motion carried.

<br />BUREAU OF VEHICLE MAINTENANCE, ALL ACCOUNTS
<br />BEING WITHIN THE GENERAL FUND, CITY OF
<br />SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. Mike Laskowski, Manager of the Bureau of
<br />Vehicle Maintenance, made the presentation for the ordinance. He explained the reason for the
<br />transfer from the salaries and wages account and garage and motor supply account to the equipment
<br />repair account, indicating that the department was not equipped to handle transmission, hydraulic
<br />and radiator repairs to the vehicles.
<br />Councilman Serge made a motion that the ordinance be recommended favorably to the Common Council,
<br />seconded by Councilman Szymkowiak. The motion carried.
