<br />AN ORDINANCE APPROVING THE FORM AND TERMS
<br />OF A LEASE BETWEEN THE SOUTH BEND CIVIC
<br />CENTER BUILDING AUTHORITY AND THE CITY OF
<br />SOUTH BEND, INDIANA, AND AUTHORIZING THE
<br />EXECUTION THEREOF PERTAINING TO THE SOUTH
<br />BEND CIVIC CENTER.
<br />This ordinance had second reading. Councilman Serge made a motion to pass the ordinance, seconded
<br />by Councilman Newburn. The ordinance passed by a roll call vote of eight ayes (Councilmen Serge,
<br />Szymkowiak, Miller, Taylor, Kopczynski, Nemeth, Newburn and Parent) with Councilman Horvath absent,

<br />BOARD OF MANAGERS AND CITY OF SOUTH BEND,
<br />AND AUTHORIZING THE EXECUTION THEREOF
<br />PERTAINING TO THE SOUTH BEND CIVIC
<br />CENTER.
<br />This ordinance had second reading. Councilman Miller made a motion to amend the ordinance as
<br />amended in the Committee of the Whole, seconded by Councilman Taylor. The motion carried.
<br />Councilman Miller then made a motion to pass the ordinance, as amended, seconded by Councilman
<br />Nemeth. The ordinance passed by a roll call vote of eight ayes (Councilmen Serge, Szymkowiak,
<br />Miller, Taylor, Kopczynski, Nemeth, Newburn and Parent) and one nay (Councilman Horvath).

<br />RAISING REVENUE TO MEET THE NECESSARY
<br />EXPENSE FOR THE FISCAL YEAR ENDING
<br />DECEMBER 31, 1976.

<br />RESOLUTION NO. 494 -75 ARESOLUTION OF THE COMMON COUNCIL OF
<br />THE CITY OF SOUTH BEND, INDIANA,
<br />AUTHORIZING THE BUREAU OF HOUSING TO BE
<br />THE PUBLIC AGENCY RESPONSIBLE FOR
<br />ADMINISTERING AN URBAN HOMESTEADING
<br />DEMONSTRATION PROGRAM SPONSORED BY THE
<br />UNITED STATES DEPARTMENT OF HOUSING AND
<br />URBAN DEVELOPMENT PURSUANT TO SECTION
<br />810 OF THE HOUSING AND COMMUNITY
<br />DEVELOPMENT ACT OF 1974.
<br />WHEREAS, pursuant to Section 810 of the Housing and Community Development Act of
<br />1974, the United States Department of Housing and Urban Development, hereinafter referred
<br />to as HUD, is undertaking an Urban Homesteading Demonstration Program to indicate the
<br />effectiveness of homesteading as a neighborhood preservation tool; and
<br />WHEREAS, HUD requires any unit of general local government making application for
<br />participation in said demonstration to submit a copy of a resolution, motion or other
<br />official act of the local governing body specifying a proposed homesteading - agency as
<br />the entity empowered to carry out the local urban homesteading program; and
