Parent) presiding. The meeting was called to order and the Pledge to the Flag was given. ROLL CALL PRESENT: Councilmen Serge, Szymkowiak, Miller, Taylor, Horvath, Nemeth, Newburn and Parent. ABSENT: Councilman Kopczynski. Council President Parent indicated that Councilman Kopczynski would be late as he had another meeting to attend. ICouncilman Horvath made a motion to resolve into the Committee of the Whole, seconded by Councilman Taylor. The motion carried. COMMITTEE OF THE WHOLE MEETING Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on Monday, July 14, 1975, at 7:06 p.m., with eight members present and one member absent. Chairman Odell Newburn presided. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) - 503 East Ohio Street. This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were given an opportunity to be heard. Mr. Huron Ruge, petitioner in the rezoning and owner of the property, made the presentation for the ordinance. He indicated that he was a resident of Lowell, Indiana, and wished to have his property at 503 East Ohio Street rezoned from "B" Residential District to "D" Light Industrial District in order to construct a warehouse for storage of business inventory. He referred to the overhead projector outlining the property in question. He stated that he was in need of a loading dock which the proposed site would allow. Councilman Szymkowiak wondered if heavy equipment would be stored in the facility, and Mr. Ruge indicated that nothing more than a <forklift truck would be stored in the building. Councilman Szymkowiak asked.how many people would be employed, and Mr. Ruge indicated that, at present, there were five employees and about six or seven persons ,would be employed at the facility. He stated that the proper amount of parking spaces would be provided. Councilman Szymkowiak wondered if anything would be stored outside the facility, and Mr. Ruge indicated that everything would be stored _within the building. Councilman Miller wondered why the property could not be rezoned to "C" Commercial District rather than "D" Light Industrial District. Mr. Glen Saha, Saha Building Company, indicated that this had been the recommendation made to him. Mr. Anthony Molnar, Planner for the Area Plan Commission, indicated that the zoning ordinance required that a storage or ware- house facility must be included in the Industrial District. Councilman Taylor wondered where the loading dock would be located. He stated that sometimes these loading docks become unsightly and create problems in an area. Mr. Ruge indicated that the dock would be located on the east side of the property and would be recessed down into the ground.
