t - , <br />+++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ + + + + + + + + + + + + + + + + + + + + + + + + + + + + + ++ <br />REGULAR MEETING JULY 14, 1975 <br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of <br />the County -City Building on Monday, July 14, 1975, at 7:05 p.m., Council President Roger 0. Parent) <br />presiding. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Councilmen Serge, Szymkowiak, <br />Miller, Taylor, Horvath, Nemeth, <br />Newburn and Parent. <br />ABSENT: Councilman Kopczynski. Council <br />President Parent indicated that <br />Councilman Kopczynski would be <br />late as he had another meeting <br />to attend. <br />ICouncilman Horvath made a motion to resolve into the Committee of the Whole, seconded by <br />Councilman Taylor. The motion carried. <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, July 14, 1975, at 7:06 p.m., with eight members present and one member absent. <br />Chairman Odell Newburn presided. <br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, <br />AS AMENDED, COMMONLY KNOWN AS THE ZONING <br />ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA <br />(CHAPTER 21, MUNICIPAL CODE) - 503 East Ohio <br />Street. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard. Mr. Huron Ruge, petitioner in the rezoning and <br />owner of the property, made the presentation for the ordinance. He indicated that he was a <br />resident of Lowell, Indiana, and wished to have his property at 503 East Ohio Street rezoned from <br />"B" Residential District to "D" Light Industrial District in order to construct a warehouse for <br />storage of business inventory. He referred to the overhead projector outlining the property in <br />question. He stated that he was in need of a loading dock which the proposed site would allow. <br />Councilman Szymkowiak wondered if heavy equipment would be stored in the facility, and Mr. Ruge <br />indicated that nothing more than a <forklift truck would be stored in the building. Councilman <br />Szymkowiak asked.how many people would be employed, and Mr. Ruge indicated that, at present, there <br />were five employees and about six or seven persons ,would be employed at the facility. He stated <br />that the proper amount of parking spaces would be provided. Councilman Szymkowiak wondered if <br />anything would be stored outside the facility, and Mr. Ruge indicated that everything would be <br />stored _within the building. Councilman Miller wondered why the property could not be rezoned to <br />"C" Commercial District rather than "D" Light Industrial District. Mr. Glen Saha, Saha Building <br />Company, indicated that this had been the recommendation made to him. Mr. Anthony Molnar, Planner <br />for the Area Plan Commission, indicated that the zoning ordinance required that a storage or ware- <br />house facility must be included in the Industrial District. Councilman Taylor wondered where the <br />loading dock would be located. He stated that sometimes these loading docks become unsightly and <br />create problems in an area. Mr. Ruge indicated that the dock would be located on the east side <br />of the property and would be recessed down into the ground. Mr. Saha clarified Mr. Ruge's state - <br />ment, indicating that the dock would be located to the north and would face the alley toward Sampl <br />
