<br />Be it remembered that the regular meeting of the Common Council of the City of South Bend, Indiana,
<br />reconvened in the Council Chambers at 7:30 p.m., Council President Parent presiding and nine
<br />members present. Councilman Nemeth arrived at the meeting at this point.
<br />IREPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />Your sub - committee on the inspection and supervision of the minutes would respect-
<br />fully report that it has inspected the minutes of the February 24, 1975, regular meeting
<br />of the Council and found them correct.
<br />The sub - committee, therefore, recommends that the same be approved.

<br />Councilman Newburn made a motion that the report be accepted as read and placed on file and the
<br />minutes be approved, seconded by Councilman Taylor. The motion carried.
<br />REPORT FROM THE COMMITTEE OF THE WHOLE
<br />Councilman Newburn made a motion to waive the reading of the report of the Committee of the Whole,
<br />seconded by Councilman Miller. The motion carried by a roll call vote of nine ayes (Councilmen
<br />Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn and Parent).
<br />REPORT FROM THE DIRECTOR OF THE DEPARTMENT OF PUBLIC WORKS
<br />Mr. Rollin Farrand, Director of the Department of Public Works, made his quarterly report to the
<br />Council. He explained that he was in the process of compiling the department's annual report, and
<br />he would very briefly touch upon some of the department's projects and accomplishments. He talked
<br />about the approval of the heating and ventilation of the Municipal Services Facility, and the pondi
<br />problems which have been resolved. He mentioned the various in -house projects accomplished by the
<br />Bureau of Design and Administration and talked about the sewers constructed under the Barrett Law
<br />procedure. During the last year, 70 programs were conducted at the Morris Civic Auditorium which
<br />accommodated 115,000 people and receipted $35,612. In the Bureau of Sanitation, the drag crews
<br />constructed 136,250 feet of sewers. Street center lines totalling 120 miles were painted and
<br />5,000 gallons of paint were used for no- parking zones. Councilman Szymkowiak wondered about the
<br />vandalism done to the city cemetery. Mr. Farrand stated that, when a police report was made
<br />earlier in the spring, it was estimated there was approximately $550 in damage at that time. He
<br />indicated that the vandals since that time have been apprehended. Councilman Kopczynski commended
<br />Mr. Farrand and his staff for their assistance concerning the problems experienced in his district.
<br />He stated that the citizens and himself appreciated the services provided them. Council President
<br />Parent thanked Mr. Farrand for his presentation.

<br />ORDINANCE NO. 5810 -75 AN ORDINANCE APPROPRIATING THE SUM OF
<br />$350,000 FROM THE CUMULATIVE SEWER SINKING
<br />AND BUILDING FUND, TO PROJECT CS -7, OLIVE
<br />STREET SANITARY SEWER TRUNK RECONSTRUCTION,
<br />WITHIN SAID FUND.
<br />This ordinance had second reading. Councilman Taylor made a motion to amend the ordinance as
<br />amended in the Committee of the Whole, seconded by Councilman Newburn. The motion carried.
<br />Councilman Taylor made a motion to pass the ordinance, as amended, seconded by Councilman Newburn.

<br />AN ORDINANCE APPROPRIATING THE SUM OF
<br />$72,500.00 FROM THE SEWAGE WORKS IMPROVEMENT
<br />FUND FOR STEP ONE OF THE LABORATORY RENOVATION
<br />AND ENLARGEMENT.
<br />This ordinance had second reading. Councilman Taylor made a motion to pass the ordinance, second
<br />by Councilman Serge. The ordinance passed by a roll call vote of nine ayes (Councilmen Serge,
<br />Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn and Parent).
<br />ORDINANCE NO. 5812 -75 AN ORDINANCE APPROPRIATING $12,600.00 FROM
<br />THE FEDERAL ASSISTANCE GRANT COMMONLY
<br />REFERRED TO AS GENERAL REVENUE SHARING,
<br />FOR VARIOUS PUBLIC SAFETY PROGRAMS, TO BE
<br />ADMINISTERED BY THE CITY OF SOUTH BEND
<br />THROUGH ITS DEPARTMENT OF PUBLIC SAFETY.
<br />This ordinance had second reading. Councilman Newburn made a motion to pass the ordinance, sec
<br />by Councilman Taylor. The ordinance passed by a roll call vote of nine ayes (Councilmen'Serge,
<br />Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Nemeth, Newburn and Parent).
<br />ORDINANCES, FIRST READING
<br />ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN
<br />THE BUREAU OF WATER OF THE CITY OF SOUTH
<br />BEND, INDIANA, AND GATES CHEVROLET CORPORATION
<br />OF SOUTH BEND, INDIANA, FOR THE PURCHASE OF
<br />CERTAIN MOTOR VEHICLES IN THE TOTAL AMOUNT
<br />OF $9,725.00.
<br />This ordinance had first reading. Councilman Taylor made a motion to set the ordinance for public
<br />hearing and second reading on March 24, 1975, and also refer the ordinance to the Public Works
<br />Committee, seconded by Councilman Kopczynski. The motion carried.
