++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++. )/.. + + + + + + + + + + + + + + + + + + + + + + + + + ++ <br />REGULAR MEETING MARCH 10, 1975` <br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of <br />the County-City Building on Monday, March 10, 1975, at 7:00 p.m., Council President Roger 0. <br />Parent presiding. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Councilmen Serge, Szymkowiak, <br />Miller, Taylor, Kopczynski, <br />Horvath, Newburn and Parent. <br />ABSENT: Councilman Nemeth <br />Note: Councilman Nemeth <br />arrived at approximately <br />7:30 p.m. <br />Councilman Kopczynski made a motion to resolve into the Committee of the Whole, seconded by <br />Councilman Horvath. The motion carried. <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, Marsh 10, 1975, at 7:02 p.m., with eight members present and one member absent. <br />Chairman Odell Newburn presided. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$350,000 FROM THE CUMULATIVE SEWER SINKING <br />AND BUILDING FUND, TO PROJECT CS -7, OLIVE <br />STREET SANITARY SEWER TRUNK RECONSTRUCTION, <br />WITHIN SAID FUND. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard. Mr. David Wells, Manager of the Bureau of Design <br />and Administration, made the presentation for the ordinance. He explained that the Olive Street <br />sewer was in very poor condition and cave -ins have.been experienced which have proven expensive to <br />repair. In addition, much inconvenience has resulted from the sewer and street repairs`. He <br />stated that bids were let which contained approximately a 10 contingency. He asked that the <br />amount of the appropriation be reduced to $300,000. Councilman Kopczynski so moved, seconded by <br />Councilman Szymkowiak. The motion carried. Councilman Miller wondered if the project provided <br />for separation of the sewers, and Mr -. Wells indicated that there would be separate storm and <br />sanitary sewers. Councilman Miller wondered about the amount appropriated for the design of the <br />project. Mr. Wells indicated that $10,000 had been appropriated for that portion of the project. <br />Councilman Miller wondered about the normal design fee, and Mr. Wells stated that the normal fee <br />starts at a minimum of 10% and then starts falling off. He talked about the method of contracting <br />and the estimated cost of the job, using the normal percentage of the engineer's curve. The <br />project became a great deal larger than originally anticipated, according to Mr. Wells. Councilma <br />Miller stated that the project was a re- design. He wondered if this was as complex as a new <br />project. Mr. Wells indicated that the ,project involved a great deal of work. He stated that it <br />was not a simple task. Councilman Miller wondered about the bids received, and Mr. Wells stated <br />that the engineer's estimate was $274,000. The low bid was $273,126.70, and 10% was added to that <br />as a contingency for a total of $300,000. He stated that the bid was from H. DeWulf Contractors. <br />Councilman Miller wondered about the 10 added to the cost, and Mr. Wells explained that this was <br />merely a contingency in case of change orders. He stated that any change orders must be justifie . <br />Councilman Kopczynski wondered if this was for the duct line construction, and he asked about the <br />balance in the Cumulative Sewer Fund. Mr. Wells indicated that this was a duct line construction, <br />and Mr. Walter Lantz, Chief Deputy Controller, explained that there would be a balance of $900,00 <br />in the fund after appropriation of the proposed Olive Street project. Councilman Kopczynski <br />stated that the Council had asked that balances be given in the specific funds whenever an <br />appropriation request for a'proj;ect was made. He hoped this would be done in the future. <br />Councilman Taylor asked about the construction of basins, and Mr. Wells indicated that this was nct <br />planned for the future. <br />
