<br />Councilman Nemeth made a motion to set the ordinance referred to in the report for public hearing
<br />and second reading on February 10, 1975, seconded by Councilman Taylor. The motion carried.
<br />REPORT FROM THE DIRECTOR OF THE DEPARTMENT OF ADMINISTRATION AND FINANCE
<br />Council President Parent indicated that Mr. James Barcome, Director of the Department of
<br />Administration and Finance, had submitted a written report to the Council members. It was indicat(
<br />that a copy had been filed with the City Clerk. Council President Parent asked that copies be
<br />made available for the press. Councilman Miller asked Mr. Barcome about the publication of the
<br />Controller's report. Mr. Barcome stated that a monthly report was prepared and total receipts
<br />and expenditures were listed. Councilman Miller wondered if a breakdown, rather than just balance!
<br />was included in that report. Mr. Barcome indicated that the State Board of Accounts requires
<br />details such as in the Motor Vehicle Highway Account. Councilman Kopczynski wondered about the
<br />print -out for the end of 1974, and Mr. Barcome indicated that the print -out would be completed
<br />within the next few days. Councilman Nemeth asked if the city was setting up a reserve account
<br />according to the National Labor Standards Act. Mr. Barcome stated that he felt nothing could
<br />happen until 1977 regarding the decision, and no funds have been set aside. He stated that he had
<br />available a report of the actual figures which would affect the city.
<br />PETITION TO AMEND ZONING ORDINANCE (property located between Dunham Street and the New Jersey,
<br />Indiana and Illinois Railroad tracks and one -half block east of Olive Street)
<br />We, the undersigned, do hereby respectfully make application and petition the
<br />Common Council of the City of South Bend, Indiana, to amend the Zoning Ordinance of
<br />the City of South Bend, as hereinafter requested, and in support of this application,
<br />the following facts are shown:
<br />1. The property sought to be rezoned is located between Dunham Street and
<br />the New Jersey, Indiana and Illinois Railroad tracks and one -half block
<br />east of Olive Street.

<br />alley running northeasterly approximately one hundred forty (1401)
