<br />This ordinance had first reading. Councilman Miller made a motion to set the ordinance for public

<br />THROUGH ITS DEPARTMENT OF LAW.

<br />SHARING, FOR VARIOUS HUMAN RESOURCES
<br />PROGRAMS, TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND THROUGH ITS
<br />DEPARTMENT OF HUMAN RESOURCES.
<br />This ordinance had first reading. Councilman Szymkowiak made a motion that the ordinance be
<br />tabled until a new site was found for the Delos House, seconded by Councilman Serge. Council
<br />President Nemeth stated that, by the time the ordinance went through the necessary channels, con-
<br />siderable time would have elapsed. He felt it was important to set the ordinance for public
<br />hearing. Councilman Parent agreed with Council President Nemeth. Councilman Kopczynski felt the
<br />ordinance should be tabled. Councilman Serge stated that the lease had been requested many times,
<br />and it had not yet been furnished. He felt the matter should be tabled so that cooperation would
<br />be afforded to the Council. Councilman Kopczynski also stated that the lease had been requested
<br />several times, and he felt sufficient cooperation had not been given the Council. Councilman
<br />Taylor stated that no harm would be done by setting the ordinance for public hearing. He
<br />suggested that the public hearing date be set. Councilman Parent felt the Council's responsibilit
<br />was to the drug program, not the matter of the lease. He also asked that a public hearing date be
<br />set for the ordinance. There was a call for the question. Councilman Kopczynski indicated that
<br />every aspect of a program must be studied if revenue sharing funds were to be appropriated. He
<br />wanted a good drug abuse program in the community; however, he felt there were problems at the
<br />present site and sufficient cooperation had not been received regarding the Council's request.
<br />Council President Nemeth requested a roll call vote. The motion failed by a vote of three ayes
<br />(Councilmen Serge, Szymkowiak and Kopczynski) and six nays (Councilmen Miller, Parent, Taylor,
<br />Horvath, Newburn and Nemeth). Councilman Newburn then made a motion to set the ordinance for
<br />public hearing and second reading on January 13, 1975, seconded by Councilman Taylor. The motion
<br />carried.
