S <br />ORDINANCE NO. <br />A FOURTH ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, AMENDING THE MAXIMUM SALARY AND <br />WAGES OF CERTAIN NON - BARGAINING EMPLOYEES OF THE CITY OF <br />SOUTH BEND, INDIANA FOR THE CALENDAR YEAR 2013. <br />STATEMENT OF PURPOSE AND INTENT <br />The Common Council approved Ordinance #10199 -12 establishing the 2013 maximum <br />salary and wages for all non - bargaining employees of the City of South Bend, Indiana on <br />October 29, 2012. This Salary Ordinance has been amended three times: (1) at the <br />Council's meeting on January 28, 2013 as Ordinance #10220 -13 to correct an error <br />contained in the salary for the Financial Specialist IV position that had been carried <br />forward since 2011; (2) on February 25, 2013 as Ordinance # 10222 -13 to add two <br />mayoral staff positions and to adjust salaries for certain Police Communications Center <br />personnel, and (3) most recently, to provide a new position titled "Diversity Compliance <br />Officer." <br />At this time the South Bend Potawatomi Zoo (the Zoo) is engaged in obtaining renewal <br />of its accreditation, a process that requires strong Zoo leadership. The Zoo does not <br />presently have a permanent Director, and is competing with other zoos across the country <br />to attract a highly skilled, experienced Director. To enhance the ability of the Zoo to <br />successfully renew its accreditation and to assure that the Zoo maintains its high quality <br />of service to the citizens of South Bend, an increase is needed in the compensation paid <br />to the Zoo Director and the Zoo Veterinarian within the 2013 Salary Ordinance #10199- <br />12. This ordinance provides for a salary increase to these key Zoo personnel positions. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, as follows: <br />SECTION I: Amendment to Ordinance 10199 -12 <br />(a) The City of South Bend Salary Ordinance ( #10199 -12) is hereby <br />amended to increase the maximum compensation to be paid in <br />Calendar Year 2013 for the positions of Zoo Director and Zoo <br />Veterinarian as set forth in Exhibit A which is attached hereto and <br />incorporated herein. <br />
