STAFF REPORT February 10, 2003 <br />Tiberius Mihalache 2187-03 <br />Location: 2701 Northside Boulevard <br />City of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change <br />from "A" Residential, "a" Height and Area to <br />"B" Residential, "b" Height and Area to allow <br />a multi-family residential building. <br />EXISTING LAND USE: The property contains a vacant single family <br />structure. <br />SURROUNDING LAND .USE AND ZONING: All the surrounding properties are zoned "A" <br /> Residential, "a" Height and Area. Located to <br /> the north are single family homes; located to <br /> the east is a multi-family building, located <br /> to the south is vacant land and the St. Joseph <br /> River; and located to the west is the River <br /> Park Neighborhood Partnership Center. <br />ACCESS: Access to the site is from the alley north of <br /> the property. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br />SITE DATA: The total site to be rezoned is 5,194 square <br /> feet. Of that, the buildings will occupy <br /> 1,920 square feet, or 37 percent of the site; <br /> the parking and drives will occupy 840 square <br /> feet, or 16 percent of the site; and 2,434 <br /> square feet or 47 percent of the site will <br /> remain as open space. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br /> public wells, wetlands, flood or environmental <br /> hazard areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: A drainage plan will be required at the final <br /> site plan stage. As shown, a variance is <br /> required to allow the building to be within <br /> the front yard setback. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br /> public hearing, the staff recommends that this <br /> petition be sent to the Common Council with a <br /> favorable recommendation subject to a final <br /> site development plan. This rezoning <br /> represents a positive investment in the River <br /> Park Neighborhood and is in line with other <br /> multi-family properties along Northside <br /> Boulevard and the St. Joseph River. <br />
