<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED)
<br />ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING
<br />CHAPTER 40 OF THE MUNICIPAL CODE OF SOUTH
<br />BEND, INDIANA (intersection of Cushing and
<br />Beale Streets).
<br />Chairman Newburn indicated that a continuance of the ordinance had been requested. Councilman
<br />Serge made a motion to continue the ordinance to the October 14, 1974, meeting of the Council,
<br />seconded by Councilman Horvath. The motion carried.
<br />ORDINANCE AN ORDINANCE ESTABLISHING A NEW ACCOUNT,
<br />#726.0, "OTHER EQUIPMENT ", AND TRANSFERRING
<br />$7,000.00 FROM ACCOUNT #261, "OTHER
<br />CONTRACTUAL SERVICES ", TO THIS NEW ACCOUNT,
<br />BOTH ACCOUNTS BEING WITHIN PROGRAM FA27
<br />IN THE REVENUE SHARING TRUST FUND, OF
<br />THE CITY OF SOUTH BEND.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. James Seitz, Director of the Department of
<br />Public Parks, made the presentation for the ordinance. He explained that the funds would be used
<br />for purchase of certain equipment at the Rum Village Nature Education Center. He stated that he
<br />had submitted to the Council a list of the proposed equipment to be purchased. He introduced Mrs.
<br />Fran Twitchell, the new Director of the Education Center. Mr. Gene Evans, Executive Secretary of
<br />the Civic Planning Association, asked about the type of equipment being purchased. Mrs. Twitchell
<br />indicated that audio visual equipment would be purchased, which would be the largest expenditures,
<br />including a slide projector, film strip projector, record player, screen rostrum and amplification
<br />equipment. She stated that the Council members had been furnished a list of the equipment, and
<br />she would be very happy to also furnish the list to Mr. Evans if he wished. Councilman Miller
<br />complimented Mrs. Twitchell and Mr. Seitz, stating that the budget received by the Council was the
<br />most detailed budget he had ever seen. Councilman Kopczynski also complimented Mr. Seitz on the
<br />budget, and Councilman Parent commended the Park Department staff for their fine work.
<br />Councilman Serge made a motion that the ordinance be recommended favorably to the Common Council,
<br />seconded by Councilman Taylor. The motion carried.
<br />ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING
<br />WITHIN THE CITY LIMITS OF SOUTH BEND,
<br />INDIANA, CERTAIN LAND.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. Richard Morgan, the attorney representing
<br />the petitioner for the annexation, practicing at the First Bank Building, made the presentation
<br />for the ordinance. He stated that the land was contiguous to the City of South Bend, and he
<br />referred to a map of the property outlining the area to be annexed. The property was'part of an
<br />industrial park which was bounded on the south by the Bypass, on the west by the Penn Central
<br />Railroad, on the east by the present city limits, and abutted Ireland Road on the north one -half
<br />mile west of U.S. 31. Council President Nemeth wondered about the services the city would be
<br />required to provide, and Mr. Morgan stated that, at present, the land was vacant and no services
<br />would be sought. Mr. Rollin Farrand, Director of the Department of Public Works, stated that se,
<br />and water facilities were already available for the area and the streets have been put in and wo
<br />be dedicated to the city.
<br />Councilman Kopczynski made a motion that the ordinance be recommended favorably to the Common
<br />Council, seconded by Councilman Taylor. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $110,000.00
<br />FROM THE FEDERAL ASSISTANCE GRANT FUND,
<br />COMMONLY REFERRED TO AS GENERAL REVENUE
<br />SHARING, FOR REPAIR WORK TO THE SOUTH BEND
<br />DAM, TO BE ADMINISTERED BY THE CITY OF
<br />SOUTH BEND THROUGH ITS DEPARTMENT OF
<br />PUBLIC WORKS.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. Patrick McMahon, Manager of the Bureau of
<br />Public Construction, made the presentation for the ordinance. He presented slides to the Council
<br />showing the South Bend Dam and the need for extensive repair to the dam. He explained that the
<br />total project cost would be approximately $210,000, and the amount of $100,000 has been secured
<br />by the Department of Natural Resources in a'10 -year loan to be paid back through the Cumulative
<br />Capital Improvement fund at an interest rate of 1%.
<br />Mr. Gene Evans, Executive Secretary of the Civic Planning Association, wondered if the work could
<br />be covered by the total amount. Mr. McMahon stated that the figure was in line with the river
<br />corridor study which was submitted to the Council in December of 1973. He stated that bids have
<br />been received through the Board of Public Works and the project could be completed for $210,000.
<br />The contract was bid by three firms, and two of the bids included dewatering which had been
<br />accomplished previously at no great expense.
<br />Councilman Kopczynski made a motion that the ordinance be recommended favorably to the Common
<br />Council, seconded by Councilman Szymkowiak. The motion carried.
<br />ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATION
<br />FROM THE GENERAL PARK FUND TO ACCT. #260.0,
<br />"OTHER CONTRACTUAL SERVICES ", IN THE AMOUNT
<br />OF $32,754.00 AND ACCT. #440.0, "OTHER
<br />MATERIALS ", IN THE AMOUNT OF $7,000.00.
