<br />ORDINANCE NO. 5719 -74
<br />AN ORDINANCE LEVYING TAXES AND FIXING THE
<br />RATE OF TAXATION FOR THE PURPOSE OF RAISING
<br />REVENUE TO MEET THE NECESSARY EXPENSE FOR
<br />THE FISCAL YEAR ENDING DECEMBER 31, 1975.
<br />This ordinance had second reading. Councilman Kopczynski made a motion to amend the ordinance as
<br />amended in the Committee on Finance, seconded by Councilman Horvath. The motion carried.
<br />Councilman Horvath then made a motion that the ordinance be passed, as amended, seconded by
<br />Councilman Kopczynski. The ordinance passed by a roll call vote of eight ayes (Councilmen Serge,
<br />Szymkowiak, Miller, Parent, Kopczynski, Horvath, Newburn and Nemeth) with Councilman Taylor absent

<br />ORDINANCE AN ORDINANCE TO APPROPRIATE $70,000 FROM
<br />THE LOCAL ROAD AND STREET FUND TO PROJECT
<br />R & S 65, LINCOLNWAY WEST AND BENDIX DRIVE
<br />INTERSECTION, WITHIN THE LOCAL ROADS AND
<br />STREETS FUND.
<br />This ordinance had first reading. Councilman Parent made a motion that the ordinance be set for
<br />public hearing and second reading on September 9, 1974, seconded by Councilman Szymkowiak. The
<br />motion carried.
<br />ORDINANCE AN ORDINANCE TRANSFERRING THE SUM OF
<br />$7,000 TO ACCOUNT NO. MVH 370, FROM
<br />ACCOUNT NO. MVH 110, BOTH ACCOUNTS BEING
<br />WITHIN THE BUREAU OF STREETS OF THE MOTOR
<br />VEHICLE HIGHWAY FUND OF THE CITY OF SOUTH
<br />BEND, INDIANA.
<br />This ordinance had first reading. Councilman Parent made a motion that the ordinance be set for
<br />public hearing and second reading on September 9, 1974, seconded by Councilman Serge. The motion
<br />carried.
<br />ORDINANCE AN ORDINANCE ESTABLISHING A NEW ACCOUNT,
<br />#726.0, "OTHER EQUIPMENT ", AND TRANS-
<br />FERRING $7,000.00 FROM ACCOUNT #261,
<br />"OTHER CONTRACTUAL SERVICES ", TO THIS
<br />NEW ACCOUNT, BOTH ACCOUNTS BEING WITHIN
<br />PROGRAM FA27 IN THE REVENUE SHARING TRUST
<br />FUND OF THE CITY OF SOUTH BEND.
<br />This ordinance had first reading. Councilman Kopczynski made a motion that the ordinance be set
<br />for public hearing and second reading on September 23, 1974, seconded by Councilman Serge. The
<br />motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $7,772.00 FROM
<br />THE FEDERAL ASSISTANCE GRANT COMMONLY
<br />REFERRED TO AS GENERAL REVENUE SHARING,
<br />FOR VARIOUS LEGAL DEPARTMENT PROGRAMS,
<br />TO BE ADMINISTERED BY THE CITY OF SOUTH
<br />BEND THROUGH ITS DEPARTMENT OF LAW.
<br />This ordinance had first reading. Councilman Kopczynski made a motion that the ordinance be set
<br />for public hearing and second reading on September 9, 1974, seconded by Councilman Parent. The
<br />motion carried.
<br />PRIVILEGE OF THE FLOOR
<br />Miss Virginia Guthrie, Consultant and member of the Board of Directors of the Civic Planning
<br />Association, wondered about the reading of the budget figures in the Council portion of the
<br />meeting. She felt that, at least the totals of the various accounts should be read in the Council
<br />portion. Council President Nemeth felt that, from a legal point of view, this was not required.
<br />Councilman Horvath agreed with Council President Nemeth. He stated that the figures were read at
<br />one time in the Committee on Finance and he felt that was sufficient. He stated that the Council
<br />had passed the ordinances as amended in the Committee on Finance.
<br />UNFINISHED BUSINESS
<br />Councilman Parent indicated that the Council had scheduled a meeting for September 16, 1974, which
<br />was the start of the Jewish New Year. He made a motion to eliminate the September 16th meeting an
<br />reschedule those ordinances set for that date to the September 23, 1974, regular meeting, seconded
<br />by Councilman Kopczynski. Council President Nemeth stated that the ordinances to be rescheduled
<br />to September 23, included two ordinances appropriating funds from general revenue of the Water Wor
<br />to the Operation and Maintenance Fund, and two ordinances appropriating revenue sharing funds to b
<br />administered by the Department of Human Resources for the drug abuse program and a community
<br />alcohol program. The motion carried.
<br />There being no further business to come before the Council, unfinished or new, Councilman Kopczyns]
<br />made a motion to adjourn, seconded by Councilman Miller. The motion carried, and the meeting
<br />adjourned at 8:50 p.m., August 27, 1974.
