2
The Neighborhood Toolkit is a comprehensive resource
developed by the City of South Bend to assist neighborhood
groups in organizing, engaging residents, and accessing city
services. The goal of this toolkit is to empower residents to
strengthen their communities, improve local quality of life,
and facilitate collaboration between neighbors and local
government.
Neighborhood engagement is a crucial part of building
a safe and vibrant community. This toolkit provides the
necessary tools and guidance to help residents take ownership
of their neighborhoods, advocate for improvements, and
foster meaningful relationships with local government and
fellow residents. The city’s Engagement and Economic
Empowerment Team (EEE) regularly updates this toolkit
to ensure it remains a valuable and relevant resource.
Key Components of the Toolkit:
Why Use the Toolkit:
About the Neighborhood Toolkit
•South Bend Neighborhood Map & Directory: A guide
to the city’s neighborhoods, their boundaries, and active
neighborhood associations. This helps new and existing
residents connect with their local community.
•Guidance on forming a neighborhood association:
Step-by-step advice on organizing, structuring, and
managing a neighborhood group, including leadership
tips and best practices for running meetings.
•City Programs and Initiatives: Information about the
city’s programs available to neighborhood groups,
including grants, clean-up initiatives, and public
engagement support.
•Sample Documents and Templates: Ready-to-
use resources such as bylaws, meeting guides, and
promotional materials to help groups effectively
communicate and function efficiently.
