<br />REGULAR MEETING JULY 22, 1974
<br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of
<br />the County -City Building on Monday, July 22, 1974, at 7:04 p.m., Council President Peter J. Nemeth
<br />presiding. The meeting was called to order and the Pledge to the Flag was given.
<br />ROLL CALL PRESENT: Councilmen Serge, Szymkowiak,
<br />Miller, Parent, Taylor, Kopczynski,
<br />Horvath, Newburn and Nemeth.
<br />ABSENT: None.
<br />Council President Nemeth announced that the ordinance proposing fair campaign practices in South
<br />Bend, being item 3D on the agenda, would not have public hearing at this meeting and would be con-1
<br />tinued to the August 12th meeting.
<br />Council President Nemeth thanked Miss Virginia Guthrie and Mr. Gene Evans for the copies of the
<br />Civic Cinema that were furnished to the Council members.
<br />Councilman Horvath made a motion to resolve into the Committee of the Whole, seconded by Councilmai
<br />Taylor. The motion carried. i
<br />COMMITTEE OF THE WHOLE MEETING !
<br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the
<br />Whole on Monday, July 22, 1974, at 7:06 p.m., with nine members present. Chairman Odell Newburn
<br />presided. He asked that those persons speaking refrain from using personalities and address the
<br />chair when wishing to speak. He indicated that he wanted 'to conduct an orderly and efficient
<br />meeting.
<br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF
<br />$22,000.00 FROM THE CUMULATIVE SEWER
<br />BUILDING AND SINKING FUND.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. Rollin Farrand, Director of the Department
<br />of Public Works, made the presentation for the ordinance. He explained that the funds would be
<br />used to fund the engineering study and preparation of construction plans for a trunk sewer
<br />extending from the termination of the Cleveland Road sewer at Portage Avenue and Cleveland Road to
<br />Brick Road and the Bypass. He indicated that this sewer construction was planned for the north-
<br />west area recently annexed to the city. He stated that he anticipated that construction costs
<br />would be between $350,000 and $400,000 for the project.
<br />Miss Virginia Guthrie, Consultant and member of the Board of Directors of the Civic Planning
<br />Association, asked about the total cost of the project, and Mr. Farrand stated that $390,000 would
<br />be his preliminary estimate and the funds would be taken from the Cumulative Sewer Fund. Mr. Jim
<br />Wensits, South Bend Tribune reporter, asked about the number of miles of construction in the
<br />project, and Mr. Farrand stated that 17,000 feet of sewer would be needed to reach the area. He
<br />was hopeful that this could be built within 12 to 18 months. Miss Guthrie wondered if there was
<br />any connection with the Industrial Park, and Mr. Farrand stated that there was not. Councilman
<br />Kopczynski asked about the total cost of the project, and Mr. Farrand again stated that he antici-
<br />pated it would cost about $390,000. Councilman Kopczynski wondered how many projects were in the
<br />making at the present time and what the total cost of those projects was. He wondered if there
<br />would be enough money in the fund to complete all the projects. Mr. Farrand stated that there wer
<br />four projects under construction at the present time, and two more projects were in the engineerin,
<br />stages. He felt all the projects could be funded with the money available in the account during
<br />this year and next year. He felt there would be no problem with the northwest sewer construction.
<br />Councilman Kopczynski asked that Mr. Farrand furnish him in writing the cost of the projects,
<br />dates of completion and estimated costs involved. Mr. Farrand stated that that information was
<br />available.
<br />Councilman Szymkowiak made a motion that the ordinance be recommended favorably to the Common
<br />Council, seconded by Councilman Serge. The motion carried.
<br />ORDINANCE AN ORDINANCE TRANSFERRING $8,400.00 FROM
<br />ACCOUNT NUMBER 110.0, "SERVICES PERSONAL ",
<br />TO ACCOUNT NUMBER 726.0, "OTHER EQUIPMENT ",
<br />BOTH ACCOUNTS BEING WITHIN THE REVENUE
<br />SHARING "SUMMER RECREATION PROGRAM" OF THE
<br />REVENUE SHARING TRUST FUND OF THE CITY OF
<br />SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. William Hojnacki, Director of the Department
<br />of Human Resources and Economic Development, made the presentation for the ordinance. He stated
<br />that the ordinance was the result of a joint project between the Department of Recreation and the
<br />Department of Human Resources and Economic Development to establish a recreation center in the
<br />southeast neighborhood. He stated that this was part of an overall program that would include
<br />$150,000 in a three -year period from other sources.
<br />Miss Virginia Guthrie, Consultant and member of the Board of Directors of the Civic Planning
<br />Association, asked about the amount of funds being contributed by other agencies. Mr. Melvin
<br />Holmes of the Community Affairs Division of Associates Corporation, indicated that the center
<br />would be called the Franklin Family Center and Boys Club. Miss Guthrie asked about maintenance of
<br />the program, and Mr. Holmes indicated that he had requested a proposal to fund the project for a
<br />three -year period at the rate of $50,000 per year. Miss Guthrie wondered if salaries would be in
<br />addition to the $150,000. Mr. Holmes stated that salaries were not included at this time. Miss
<br />Guthrie asked if there was a building provided, and Mr. Holmes stated that the South Bend Community
<br />School Corporation has provided the Franklin School.
<br />Councilman Serge made a motion that the ordinance be recommended favorably to the Common Council,
<br />seconded by Councilman Parent. The motion carried.
