REGULAR MEETING DECEMBER 30, 1983 <br />BILLS, FIRST READING <br />ORDINANCE NO. 7284 -83 AN ORDINANCE AUTHORIZING THE CITY OF SOUTH BEND, INDIANA TO <br />ISSUE ITS ECONOMIC DEVELOPMENT REVENUE BONDS FOR THE LOCK <br />JOINT TUBE COMPANY, INC. 1983 PROJECT IN THE AGGREGATE <br />PRINCIPAL AMOUNT OF $1,250,000.00 AND APPROVING BOND <br />DOCUMENTS AND AUTHORIZING CERTAIN ACTIONS WITH RESPECT <br />THEREOF. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member McGann made a <br />motion to suspend the rules and have public hearing and second reading on this bill, <br />seconded by Council Member Taylor. The motion carried ona roll call vote of nine <br />ayes. Kenneth Fedder, attorney for the Economic Development Commission, made the <br />presentation for the bill. He indicated this was a 2.3 million dollar expansion to <br />the existing facility. He indicated ten to twelve new jobs will be created. Council <br />Member Szymkowiak made a motion to pass this bill, seconded by Council Member Zielinski. <br />The bill passed by a roll call vote of nine ayes. <br />ORDINANCE NO. 7285 -83 AN ORDINANCE AUTHORIZING THE CITY OF SOUTH BEND TO ISSUE ITS <br />"ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 1983 (STEEL <br />WAREHOUSE CO., INC. PROJECT)" AND APPROVING OTHER ACTIONS IN <br />RESPECT THERETO. <br />This bill had first reading. Council Member McGann made a motion to suspend the <br />rules and have public hearing and second reading on this bill, seconded by Council <br />Memer Zielinski. The motion carried on a roll call vote of nine ayes. This being <br />the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. He indicated this bond <br />issue would be used to construct an addition to the existing facility, as well as <br />install additional machinery. He indicated that six to twelve jobs will be created. <br />Council Member Szymkowiak made a motion to pass this bill, seconded by Council Member <br />McGann. The bill passed by a roll call vote of nine ayes. <br />NEW BUSINESS <br />Irene Gammon, City Clerk read the following notice: <br />December 30, 1983 <br />Notice is hereby given that I will make a motion to reconsider my vote on Business <br />Development Corporation made on December 30, 1983, at the Common Council meeting to <br />be held on January 9, 1984. <br />I voted on the majority side, and this is in keeping with the provisions of City <br />Ordinance 2 -9 (s): <br />(s) Motion to reconsider: When a motion has been made and carried or lost, it shall <br />be in order for any member of the majority at the same or the next regular meeting, <br />to move for the reconsideration thereof. Such a motion upon being made may be seconded <br />by any Councilman and may be made at any time. It shall be debatable and requires a <br />majority vote to prevail. No such motion shall be introduced at a subsequent meeting, <br />unless the member intending to make the same shall have given written notice of such <br />intention at the meeting at which the vote which he desires to have reconsidered was <br />taken. <br />There being no further business to come <br />Member Taylor made a motion to adjourn, <br />carried and the meeting was adourned at <br />ATTEST: <br />4---.,-- 1 <br />City Clerk <br />before the Council, unfinished or new, Council <br />seconded by Council Member Serge.
